The solicitation encompasses 102 line items covering standard stock envelopes in sizes #4, #9, #10, #11, coin envelopes, booklet envelopes (6" x 9" and 10" x 13"), catalog envelopes (9" x 12" and 12" x 15"), and specialty envelopes with windows and closures. The procurement includes custom printing services with various ink colors and imprinting options such as return addresses, mailing addresses, permits, colored ink, clasps, string and buttons, perforation, and inside tinting. All bids must be submitted electronically through the County's eProcurement Portal by May 11, 2026, at 4:00 PM. The contract will commence upon execution and continue for one calendar year with options to renew for four additional one-year terms by mutual written agreement.

Bidders must provide tiered pricing based on order quantities ranging from 1,000 units to 2,000,000 units on a per-thousand basis, with all prices quoted on a Free on Board (FOB) Destination basis. All pricing must be firm and inclusive of overhead, labor, transportation, fuel surcharges, mileage, storage, and all other necessary costs, with no price increases permitted during the first year. The County offers a five percent preference deduction for certified Orange County Local Small Business or Disabled Veteran Business Enterprise vendors; if the lowest bidder qualifies, the contract is awarded at their original bid price. Award will be made to the lowest responsive, responsible bidder. Minimum qualifications require three years of business experience, current SAM.gov confirmation with no active exclusions, valid UEI and D-U-N-S numbers, California Secretary of State registration, and three professional references. The contractor must maintain a performance bond and labor and material payment bond equal to the estimated contract amount, Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation coverage at statutory limits.
