About this file
This file contains a provisional ballot envelope form and related voting documentation from Orange County, California's Registrar of Voters, paired with an Invitation for Bid (IFB) #031-3058202-CM solicitation for Plain, Printed, and Custom Envelopes. The ballot envelope image demonstrates the specific types of envelopes the County seeks to procure through this competitive bidding process. The solicitation encompasses 102 line items covering standard stock envelopes in multiple sizes (#4, #9, #10, #11), coin envelopes, booklet envelopes (6" x 9" and 10" x 13"), catalog envelopes (9" x 12" and 12" x 15"), and specialty envelopes with windows and closures. Custom printing services are included with options for various ink colors and imprinting features such as return addresses, mailing addresses, permits, clasps, string and buttons, perforation, and inside tinting. All bids must be submitted electronically through the County's eProcurement Portal by May 11, 2026, at 4:00 PM. The contract will commence upon execution and continue for one calendar year with options to renew for four additional one-year terms by mutual written agreement.
Bidders must provide tiered pricing based on order quantities ranging from 1,000 units to 2,000,000 units on a per-thousand basis with all prices quoted on a Free on Board (Destination) basis. Pricing must be firm and all-inclusive of overhead, labor, transportation, fuel surcharges, mileage, and storage, with no price increases permitted during the first year. Minimum qualifications require three years of business experience, current SAM.gov registration with no active exclusions, valid UEI and D-U-N-S numbers, California Secretary of State registration, and three professional references. The County offers a five percent preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors during evaluation; if the lowest bidder qualifies, the contract is awarded at their original bid price. Award will be made to the lowest responsive, responsible bidder. The contractor must provide a performance bond and labor and material payment bond equal to the estimated contract amount, maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and deliver orders within an average of ten business days with payment due net thirty days after invoice receipt.
