About this opportunity

The City of Duluth, Georgia, located in Gwinnett County, is seeking sealed proposals through a competitive Request for Proposal (RFP) process for the PK26-01 Bunten Road Park Improvement Project, a comprehensive park renovation and infrastructure enhancement initiative. The procured services encompass newly constructed and refurbished park elements including new and repaved asphalt multi-use trails (10,156 square yards of full-depth reconstruction), precast concrete retaining walls approximately 62 feet long and up to 6 feet high, custom handrails, a prefabricated bridge crossing, concrete walks, ADA-compliant ramps and pedestrian plaza areas, parking area and driveway repaving and overlay work (totaling approximately 16,017 square yards), restroom facility renovation including concrete block privacy walls and door relocation, stormwater structure enhancements and green infrastructure additions including bioretention water quality units and enhanced swales, streambank restoration and slope stabilization, chain link fencing installation, landscape improvements with specific tree species and groundcover plantings, and a new sidewalk extending approximately 267 feet along Bunten Road. The project must be completed within 360 calendar days from the Notice to Proceed, with work expected to commence in late March 2026, and contractors must maintain public access to non-construction park areas throughout the project duration. The procurement is structured as a unit price contract with a base bid plus two optional add alternates: Add Alternate #1 for stream restoration, pond improvements, and dam replacement (contingent on Georgia Environmental Protection Division and U.S. Army Corps of Engineers permit approvals), and Add Alternate #2 for the extended Bunten Road sidewalk segment (contingent on driveway easement acquisition). A mandatory pre-proposal meeting is scheduled for December 18, 2025, at 11:00 a.m. at Bunten Road Park; sealed proposals must be submitted to the City Clerk's office by 11:00 a.m. on January 22, 2026 (deadline revised by addendum), with public opening and bid reading at 11:01 a.m. the same day at Duluth City Hall's second-floor executive conference room. Written questions regarding proposal documents must be submitted by January 9, 2026, at 5:00 p.m. to Erin White at Columbia Engineering (erinwhite@columbia-engineering.com), with responses provided via addendum by January 15, 2026. Evaluation criteria employ a weighted scoring system allocating 40% to cost proposal, 35% to project approach/staging/schedule (with schedules under 300 days rated more favorably), 15% to qualifications and experience, and 10% to past performance and references. Bidders must submit comprehensive proposals including a written project approach (maximum four pages), corporate certificate, surety acknowledgement, bid bond equal to 5% of the base bid, oath of bidder, statement of bidder qualifications, E-Verify affidavit, resumes and references, detailed subcontractor list with past experience documentation, acknowledgement of all addenda, and a fully completed bid form with unit prices for all line items.

The City of Duluth does not impose specific set-aside designations or restrictions limiting procurement to disadvantaged enterprises or particular organization types; however, corporations not chartered in Georgia must provide proper certification of authorization to conduct business in the state. Contractors must demonstrate permanent business operations, possess current liability insurance with minimum limits of $1,000,000 per occurrence for bodily injury and $2,000,000 per occurrence for property damage, and provide 100% performance bonds and 100% payment bonds with surety companies licensed in Georgia and rated A-5 or higher by A.M. Best upon contract award. The City has retained United Consulting as the third-party materials testing and inspection firm, and contractors must coordinate directly with United for all testing services; payment for testing will be deducted from pay applications, with contractors responsible for charges related to unnecessary or premature testing calls. The project includes four allowances totaling $139,500 for contingencies: removal of an 8-inch abandoned water line in Stage 1 ($12,500), root trenching ($60,000), root barrier installation ($55,000), and removal of an 8-inch abandoned water line in Stage 4 ($12,500). The bid form indicates a base project cost of $140,000 (Stage 1 at $127,500 and Stage 4 at $12,500), though actual contract values will depend on bidders' submitted pricing for all line items and optional add alternates. Contractors are subject to liquidated damages of $500 per calendar day for project delays beyond the contracted completion date, and monthly progress payments will be made based on estimated work completed with 5% retainage withheld until final project acceptance and closeout documentation submission.
