This is a Request for Proposal (RFP) issued by the City of Duluth, Georgia, for the Bunten Road Park Improvement Project. The project encompasses newly constructed and refurbished park elements including new and repaved asphalt multi-use trails, pre-cast concrete retaining walls, custom handrails, a pre-fabricated bridge crossing, concrete walks, ADA ramps, pedestrian plaza areas, repaved parking areas and driveways, restroom facility renovation, stormwater infrastructure enhancements, green infrastructure and swales, dam installations, streambank restoration, slope stabilization, chain link fencing, and landscape improvements. The scope includes a new sidewalk extending approximately 267 feet north along Bunten Road from the park entrance. Work items include over 220 line items spanning civil site work, hardscape, landscape materials, drainage infrastructure, erosion control, roadway resurfacing, and building renovations. A mandatory pre-proposal meeting is scheduled for December 18, 2025, at 11:00 a.m. at Bunten Road Park. Sealed proposals must be received by 11:00 a.m. on January 15, 2026, with public opening and bid reading at 11:01 a.m. that same day at Duluth City Hall. The project is anticipated to commence in late March 2026, with construction expected to take no more than 360 calendar days. Bidders must acknowledge two add alternates: Add Alternate #1 addresses stream restoration and pond improvements (contingent on environmental permit approvals from Georgia Environmental Protection Division and U.S. Army Corps of Engineers), and Add Alternate #2 addresses new sidewalk along Bunten Road (contingent on obtaining driveway easements from adjacent property owners).
Bidders must submit one original and three copies of the complete proposal package plus one digital PDF version on flash drive, all sealed and addressed to Teresa Lynn, City Clerk. Required submission documents include a written project approach (maximum four pages), corporate certificate, surety acknowledgement, bid bond (minimum 5% of base bid), oath of bidder, statement of bidder qualifications, E-Verify affidavit, resumes and references, subcontractor list with past experience, acknowledgement of addenda, and a completed bid form with unit prices for all items. Evaluation will occur in two phases: Phase 1 verifies completeness of all required documents, and Phase 2 scores complete packages using a weighted rubric allocating 40% to cost proposal, 35% to project approach/staging/schedule (with schedules under 300 days rated more favorably), 15% to qualifications and experience, and 10% to past performance and references. The successful bidder will be recommended by the evaluation team and approved by City Council. Contractors must maintain permanent business operations, possess current liability insurance with minimum limits of $1,000,000 bodily injury per accident and $2,000,000 property damage per accident, provide 100% performance and payment bonds upon contract award, and agree to liquidated damages of $500 per calendar day for delays beyond the contracted completion date. Questions must be submitted in writing by January 5, 2026, at 5:00 p.m., with responses posted via addendum by January 8, 2026. Monthly progress payments will be made based on estimated work completed with 5% retainage withheld until final project acceptance and closeout documentation submission.
