Summary of Bunten Road Park Improvement Project Specifications

This document is a comprehensive technical specification manual for the Bunten Road Park Improvement Project issued by Columbia Engineering and Services for the City of Duluth, Georgia. The project encompasses newly constructed and refurbished park elements including new and repaved asphalt multi-use trails, precast concrete retaining walls, custom handrails, prefabricated bridges, concrete walks, ADA ramps, pedestrian plazas, repaved parking areas, a renovated restroom facility, enhanced stormwater structures, green infrastructure and swales, new dam installations, streambank restoration, chain link fencing, and landscape improvements. The work must be completed within 360 calendar days from the Notice to Proceed, with a pre-proposal meeting scheduled for December 18, 2025, bid opening on January 15, 2026, notification of award approximately February 10, 2026, and NTP anticipated for late March 2026. The project includes two Add Alternates: Stream Restoration and Pond Improvements, and a New Sidewalk along Bunten Road. Access to portions of the park not under construction must remain open to the public, and the contractor is responsible for maintaining temporary erosion and sedimentation controls, obtaining necessary permits including the Land Disturbance Permit and NPDES Construction Stormwater General Permit, and coordinating with City of Duluth departments.

The project specifications detail extensive technical requirements across multiple divisions covering site clearing, excavation and fill, concrete work, asphalt paving, landscaping, retaining walls, drainage structures, and finishing work. The contractor must comply with Georgia Department of Transportation standards, ASTM standards, ACI specifications, and local City of Duluth regulations. The contract establishes allowances totaling $139,000 for contingencies including removal of abandoned water lines, root trenching, and root barriers. The contractor is solely responsible for site safety, must submit a Critical Path Method schedule and Quality Control Plan, and shall maintain daily construction reports and photographic documentation. Warranty requirements include a one-year defect warranty with responsibility for repairs and a special three-year warranty for soil termite treatment. The project requires coordination with existing utilities, protection of trees and vegetation, implementation of comprehensive erosion and sedimentation control measures, and final stabilization and restoration of all disturbed areas.
