Bunten Road Park Improvement Project - Specifications Document
This comprehensive specifications document is issued by the City of Duluth, Georgia, through Columbia Engineering and Services for the Bunten Road Park Improvements Project (Columbia Project #5477.17). The project encompasses newly constructed and refurbished park elements including new and repaved asphalt multi-use trails, precast concrete retaining walls, custom handrails, prefabricated bridges, concrete walks, ADA ramps, pedestrian plaza areas, parking area improvements, restroom facility renovation, stormwater structure enhancements, green infrastructure, streambank restoration, chain link fencing, and general landscape improvements. The work must be completed within 360 calendar days from the Notice to Proceed (NTP), with a pre-proposal meeting scheduled for December 18, 2025, bid opening on January 15, 2026, notification of award approximately February 10, 2026, and NTP anticipated for late March 2026. The specifications are organized into divisions covering general requirements, existing conditions, concrete work, masonry, metals, wood, thermal protection, doors and windows, finishes, specialties, earthwork, exterior improvements, and utilities. All work must maintain public access to non-construction areas and coordinate with City of Duluth departments, Duluth Police and Fire, and emergency services throughout the project duration.
The project is structured as a unit price contract with base bid work and two add alternates: Stream Restoration and Pond Improvements (Add Alternate #1) and New Sidewalk along Bunten Road (Add Alternate #2). Four allowances totaling $139,500 are included for contingencies: Remove 8" Abandoned Water Line (Stage 1, $12,500), Root Trenching (Stage 1, $60,000), Root Barrier (Stage 1, $55,000), and Remove 8" Abandoned Water Line (Stage 4 - Add Alt. #2, $12,500). The Owner retains Georgia EPD Stream Buffer Variance and U.S. Army Corps of Engineers Nationwide Permit; the Contractor is responsible for obtaining the City of Duluth Land Disturbance Permit, NPDES Construction Stormwater General Permit Notice of Intent, and all required construction-phase inspections. Work hours are limited to 7:00 a.m. to 6:00 p.m., Monday through Friday, unless an After-Hours Variance is granted, and the Contractor must submit a Critical Path Method schedule and maintain updated schedules throughout the project. The City of Duluth reserves the right to close work areas for special events with 72 hours' notice.
