About this opportunity
The Maine Department of Health and Human Services is requesting bids to lease pharmaceutical dispensing systems for two state psychiatric centers — Dorothea Dix Psychiatric Center in Bangor and Riverview Psychiatric Center in Augusta — under a five-year initial term from August 1, 2011 through July 31, 2016, with bids due February 18, 2011 at 2:00 p.m. local time. Awards will be made to the lowest responsible bidder offering best value; in-state vendors and those offering Maine-manufactured goods receive tie-breaking preference.
The scope requires six medication dispensers per facility (twelve total), each with up to eight drawers, including one dispenser with printer and monitor for pharmacy use and one controlled-substances safe. The system must interface with existing pharmacy information systems (QS1 at Dorothea Dix, Medics at Riverview, with potential future Meditech Pharmacy module integration) and include medication return bins, delivery, installation, virtual testing, multi-disciplinary training during implementation and for one month thereafter, 24/7/365 phone support, physical presence within 24 hours for malfunctions, maintenance, replacements, and system upgrades. The system must maintain five years of station events data, support medication barcode restocking, generate internal reports, and comply with HIPAA and all federal and state security and privacy requirements. Each site will be isolated from the State network through Check Point Model UTM-180 firewalls; remote connections must use the State of Maine VPN/SSL infrastructure. The vendor provides all hardware, software, licenses, support, and disaster-recovery capabilities; the State provides premise wiring, personnel, power, and space.
The estimated contract value is approximately $80,000 per year per facility (approximately $160,000 annually total). Lease pricing must remain firm throughout the contract duration, with all delivery and return charges included. The State reserves the right to renew for additional one-year increments with contractor consent and to cancel with thirty days' written notice or immediately for non-compliance, with equipment returns at no cost to the State. Bidders must submit questions through the Advantage system.
