About this file

This is an OIT (Office of Information Technology) specifications document for the State of Maine's pharmaceutical dispenser lease requirement for two state psychiatric centers. The State of Maine seeks a vendor to provide a comprehensive, turn-key medication dispensing system for the Maine State Psychiatric Centers, specifically Riverview Psychiatric Center (RPC) in Augusta and Dorothea Dix Psychiatric Center (DDPC) in Bangor. The system encompasses delivery, installation, implementation, and ongoing support of all hardware, software, servers, workstations, printers, and backup capabilities necessary to support pharmacy operations at both locations. Each site must be self-contained and isolated from the State of Maine network through Check Point Model UTM-180 firewalls running Software version R.65, which will be administered by Maine OIT staff. The vendor must ensure system integration with existing pharmacy information systems, including QS1 at DDPC and Medics at RPC, with potential future integration with the Meditech Pharmacy module.

The vendor must provide 100 percent support for all provided components, including 24/7/365 telephone, remote, and field service meeting business requirements for response time and resolution. The contract includes responsibility for all software and hardware licenses with support and maintenance for the agreement duration, system backups, disaster recovery with recoverability demonstration prior to go-live, replacement parts for dispensing units, software product updates, and server operating system patching. The vendor must ensure full HIPAA and PHI compliance and is liable for any data breaches. A test system must be provided for system upgrades, and remote connections must utilize the State of Maine VPN/SSL (Juniper) infrastructure. The State of Maine will provide and certify premise wiring between servers and dispensing units.

Maine OIT Pharmacy Dispenser Lease Specifications/Requirements

Provider will be responsible for delivery, installation, implementation and support of a “turn-key” “System” for each of 2 Maine State Mental Health Hospital Pharmacies (with the exception of administration of the firewalls). “System” should be independent and will include:

1. All hardware and software required to support the business requirements, including servers, workstations if required to interact with the dispensing unit, printers, and backup capability.

2. System backups to meet business requirements for system availability. Provider is responsible for disaster recovery and will be expected to demonstrate recoverability before go live.

3. Firewalls and any switching required, which must meet State of Maine OIT specifications, to isolate the equipment from the SoM network. One firewall is required for each Pharmacy site:

Riverview Psychiatric Center in Augusta, Maine (RPC) Dorothea Dix Psychiatric Center in Bangor, Maine (DDPC)

Each site must be self contained. Firewalls provided must be Check Point Model UTM-180, Software version R.65. All firewall administration will be performed by Maine State Office of Information Technology (OIT) staff.

4. State will provide, and vendor must certify, premise wiring between the server(s) and the dispensing units.

5. All software and hardware licenses, with support and maintenance for the duration of the agreement

6. 100% support for all software and hardware provided, including workstation support if included in the proposed “System”.

7. Any replacement parts for the dispensing units

8. Software product updates to meet best practices and in accordance with any Pharmacy policies

9. Server operating system patching requirements to meet best practices for Pharmacy systems

10. Integration with other Center products: currently DDPC uses QS1 and RPC uses Medics for Pharmacy Information Systems (PIS). Both Centers may decide to replace their PIS with the Meditech Pharmacy module. Provider will be responsible for testing and certifying that the solution works with the PIS at each Center at implementation, and prior to any PIS replacements. Provider is responsible to collaborate with all vendors to ensure that both Center systems are interoperable.

11. 24x7x365 coverage – telephone, remote and field service for all provided components of the application, meeting business requirements for response time and issue resolution timeframes

12. Test system, to be used for system upgrades.

13. System must meet all HIPAA and PHI requirements; Provider is liable for any data breaches.

14. System must meet all security and privacy requirements; Provider is liable for any data breaches.

15. Remote connections to the system must be via the internet, using the State of Maine VPN/SSL (Juniper).
