About this file

This is a Request for Bids document from the Maine Department of Health and Human Services for pharmaceutical dispensing system leases at two state psychiatric centers: Dorothea Dix Psychiatric Center in Bangor and Riverview Psychiatric Center in Augusta. The project requires leasing six medication dispensers per facility (twelve total), each with up to eight drawers, including specialized units with printers, monitors, and controlled-substances safes. The systems must interface with existing pharmacy information systems (QS1 at Dorothea Dix and Medics at Riverview) and accommodate potential future Meditech Pharmacy module integration. Bids were due February 18, 2011 at 2:00 p.m. local time. The initial contract term runs five years from August 1, 2011 through July 31, 2016, with options for additional one-year renewals with contractor consent. The State reserves the right to cancel with thirty days' written notice or immediately for non-compliance.

The estimated contract value is approximately $160,000 annually ($80,000 per facility). Lease pricing must remain firm throughout the contract duration, with all delivery and return charges included in the quoted price. The vendor is responsible for providing all hardware, software, licenses, 24/7/365 phone support, physical presence within 24 hours for malfunctions, maintenance, replacements, system upgrades, and disaster-recovery capabilities. The system must maintain five years of station events data, support medication barcode restocking, generate internal reports, and comply with HIPAA and all federal and state security and privacy requirements. Each facility will be isolated from the State network through Check Point firewalls, with remote connections utilizing State of Maine VPN/SSL infrastructure. Awards will be made to the lowest responsible bidder offering best value, with tie-breaking preference given to in-state vendors and those offering Maine-manufactured goods. The State provides premise wiring, personnel, power, and space.
