About this opportunity
NOTE: This solicitation was cancelled on September 29, 2021, one day after the original bid due date, due to lack of funding. The opportunity is no longer active.
Fort Valley State University issued an Invitation to Bid for the Pettigrew Boiler Replacement project (PHB-2021) with sealed bids due September 28, 2021, at the FVSU Pettigrew Ballroom in Fort Valley, Georgia. The solicitation has been cancelled as of September 29, 2021, due to insufficient funding. The scope involved demolition of existing boiler equipment and installation of a new condensing hot water boiler (BLR-1) rated at 120/1,250 MBH input with 96% efficiency, variable frequency drive circulating pumps (HP-1 and HP-2), expansion tanks, chemical feed systems, and associated piping, controls, and electrical work including new EMT conduit, copper THWN-2 conductors, LED lighting with emergency battery packs, and 2017 National Electrical Code compliance.
A mandatory pre-bid conference was scheduled for September 7, 2021, at 10:00 a.m. at the same location. Addendum 1, issued September 23, 2021, restricted bidding eligibility to two pre-qualified contractors: Presley, Inc. and T&D Mechanical, each of whom had submitted and been approved based on experience qualifications specified in Section 01 4000 of the contract documents. Bidders were required to acknowledge receipt of the addendum on the bid form or face disqualification.
The contract was to be awarded on a lump sum basis to the lowest responsive and responsible bidder. The successful contractor had to complete all work within 120 consecutive calendar days from the Proceed Order, with a daily liquidated damages assessment of $200 per day for failure to meet material completion. Performance and payment bonds equal to 100 percent of the contract sum, plus a bid bond of at least 5 percent, were mandatory. Contractors had to demonstrate a current ratio of 1.0 or higher, maintain a Workers' Compensation Experience Modification Rate not exceeding 1.2 on average over three years, hold a valid Georgia contractor license, and comply with Georgia Security and Immigration Compliance Act and federal work authorization requirements. All submitted materials remain closed pending potential rebid; previously submitted materials will not carry forward if FVSU reissues the solicitation.
