About this opportunity
The Long Beach Public Utilities Department is soliciting formal bids to furnish and deliver petroleum products for maintenance of vehicles and equipment at LBPUD facilities and other City of Long Beach locations, with bids due June 12, 2026 at 11:00 a.m. via the Long Beach Buys electronic portal. A 10% local-vendor preference applies to Long Beach-based businesses meeting specified criteria, with preference applied at the evaluation stage (actual payment based on submitted price).
The scope includes motor oils, lubricants, grease, hydraulic fluids, transmission fluid, and turbine oil in 55-gallon drums or smaller containers. Estimated quantities are 420 ounces of grease and 220 gallons each of lubricant, turbine oil, anti-wear hydraulic oil, motor oils, and transmission fluid. All products must be new, unused, and API certified; proof of certification is required at bid submission. Delivery must occur within five business days of release notice at two locations: the LBPUD Treatment Plant (2950 Redondo Avenue) and Operations Service Center (1731 East 33rd Street), restricted to Monday–Friday, 8:00 a.m. to 1:30 p.m.
The contract term is twelve months from award, with options for two additional one-year renewal periods by mutual agreement. Unit pricing must remain firm for the contract duration; manufacturer price increases are not permitted. Pricing is submitted electronically with no minimum order requirements. Bids must include a bid bond equal to ten percent of the bid amount, current catalogs, price lists, manufacturer warranties, data sheets, Statement of Non-Collusion, Equal Benefits Ordinance certification, W-9 form, and Secretary of State certification. The LBPUD reserves the right to award to a single bidder or distribute items among multiple bidders, may purchase quantities different from estimates, and does not guarantee all listed items will be ordered. Questions are due June 4, 2026, with answers posted by June 9, 2026. The 90-day bid validity period applies, and award is subject to acceptance by the Board of Public Utilities Commissioners.
