About this opportunity

Palm Beach County's Board of County Commissioners and Purchasing Department issued Request for Pre-Qualification (RPQ #24-024/CB) to establish a pre-qualified vendor list for the supply and delivery of oils, lubricants, and fluids on an as-needed basis under a term contract spanning sixty months or until estimated funding is expended. The solicitation encompasses nine product categories: motor oil in multiple grades and types including diesel, 2-cycle, and multipurpose formulations; hydraulic oil (ISO 68/AGMA Grade 2); grease (lithium hydroxystearate NLGI-2 EP2); coolant/anti-freeze in extended life and conventional formulations; Lubriplate products with no substitutions permitted; multi-purpose lubricants including penetrating oils and anti-seize compounds; synthetic oils meeting MAN 342 M2 or S1 specifications with specific brand requirements; automatic transmission fluid (Allison TES 668 OEM-approved only); and diesel exhaust fluid/urea delivered via tank wagon or pre-filled 2.5-gallon bottles. All responses must be submitted on the County's provided response form, signed by an authorized company representative, and delivered in a sealed package to the Palm Beach County Purchasing Department by March 11, 2029, with the initial pre-qualification submission deadline having been February 8, 2024, and new vendors able to submit applications continuously thereafter. Pricing must include all delivery and off-load fees at each site with water quality tax invoiced separately, and minimum delivery orders require at least two cases for packaged products or one each for five-gallon pails, 120-pound containers, drums, or totes, while bulk deliveries require a minimum of 75 gallons. All pre-qualified vendors must maintain current Commercial General Liability Insurance of at least $500,000 per occurrence and Workers' Compensation insurance in accordance with Florida Statute Chapter 440, along with a current Business Tax Receipt for Palm Beach County.

The Equal Business Opportunity (EBO) Ordinance applies to this solicitation on an as-needed project basis, and vendors must comply with local preference provisions, drug-free workplace certifications, debarment and suspension certifications, and all federal compliance requirements including those related to federal funding sources. Individual projects under this contract shall not exceed $99,999; any project equal to or exceeding the mandatory bid amount of $100,000 shall be separately solicited through formal competitive sealed bid, ensuring that larger purchases are subject to additional competitive scrutiny. No incumbent vendors or existing contractors were identified in the solicitation documents provided. The anticipated contract value over the sixty-month period is $3,291,500, though Palm Beach County reserves the right to increase or decrease this amount as necessary based on actual operational needs and budget availability. Vendors must maintain all necessary certifications and permits throughout the contract term and comply with all federal compliance requirements applicable to the services being provided.
