Addendum No. 1: ITB UD-26-337 Petroleum Products
This is an Addendum to an Invitation to Bid (ITB) issued by Long Beach Public Utilities Department (LBPUD) for petroleum products procurement. The addendum modifies the original ITB for the supply of oil, lubricants, and grease in standardized containers. The solicitation encompasses 26 line items for petroleum products to be supplied in 55-gallon drums for oil and lube, with grease supplied in standard 14-ounce tubes or cases. The estimated annual consumption is four 55-gallon drums of oil and lube and thirty 14-ounce tubes of grease, with each location typically ordering one 55-gallon drum and one case of grease tubes per order. Deliveries are required to two locations: LBPUD Treatment Plant and LBPUD OSC Yard, with a standard lead time of five business days from purchase order issuance. Questions were due June 4, 2026, at 11:00 AM, with answers posted June 9, 2026, at 3:00 PM. The revised bid due date has been extended to Friday, June 19, 2026, at 11:00 AM. The initial contract term is 12 months with a potential one-year extension option. No incumbent vendor exists for this solicitation, and LBPUD retains the right to award a single contract for all items or split awards to multiple bidders for selected items.
Vendors may bid on select items rather than all 26 line items and must submit official pricing electronically on the Line Items tab within the Long Beach Buys portal. Bid prices shall include all applicable fees, delivery charges, and oil, lubes, and recycling fees, except sales and federal taxes, which must be itemized separately on invoices. Freight charges must be listed separately from unit prices in the Bid Form under Other Charges. Unit pricing must remain firm for the initial 12 months; manufacturer price increases are not permitted during this period. Price adjustments are only considered if LBPUD exercises the one-year extension, requiring vendors to submit proposed increases 90 days prior to expiration, capped by maximum percentages defined in the bid form. Bid bonds, notarial acknowledgments, and bidder's bonds are not applicable under the modifications. A 10% local preference applies to qualified businesses maintaining their principal place of business within Long Beach city limits, capped at a maximum dollar value of fifty thousand dollars. State certifications, including DBE, VOSB, and state vendor certifications, do not provide competitive price preferences or evaluation discounts. Insurance requirements and certificates of insurance must be submitted immediately upon award notification but not with the bid submission. A current American Petroleum Institute (API) product approval letter or product data sheet is required at bid submittal, and LBPUD will consider alternate brand equivalents that meet or exceed specified performance, viscosity grades, and base oil standards.

Answer 10. Refer to General Specifications section L. Local Preference on ITB page 15.
Qualified local businesses will have their bid price reduced by 10% solely for evaluation purposes to determine the lowest responsible bid. If selected, the actual contract award and payments will be based upon your original actual bid price, not the reduced evaluation price.
Question 11. Can you please advise qualifying for the local preference. Does your company need to reside in the City of Long Beach only?
Answer 11. Refer to General Specifications section L. Local Preference on ITB page 15. To qualify a company must maintain its principal place of business in a fixed location within the city limits of Long Beach.
