About this opportunity

Pinellas County School District is requesting sealed electronic bids for petroleum lubricants and anti-freeze supplies via its e-Procurement Portal, with bids due by 3:00 p.m. on August 26, 2026. Florida businesses receive a 5% preference when the lowest bid is from out-of-state suppliers whose home states do not grant reciprocal preferences.

The scope covers bulk and quart motor oils (SAE 15W-40, 5W-30 synthetic blend, SAE 30, 5W-20, 40W), multi-purpose and wheel bearing greases, hydraulic oil, Dexron III and Allison TranSynd automatic transmission fluids, EP gear lubricant, and extended life, Dex Cool, and winter/summer coolant products. Estimated annual usage includes 15,000 gallons of bulk SAE 15W-40 motor oil, 1,000 gallons of SAE 5W-30 synthetic blend, and specified drum quantities of greases, hydraulic oil, transmission fluids, gear lubricant, and coolants. Delivery is required to four vehicle maintenance locations: Walter Pownall Service Center, Tarpon Bus Compound, Coachman Bus Compound, and 49th Street Bus Compound. All pricing and discounts must be firm and include freight and handling charges. Manufacturers' standard warranties are required; lubricant products must carry manufacturer warranties.

The estimated contract value is approximately $135,000 annually. The contract period runs from October 28, 2026, to October 27, 2027, with two optional mutual-consent renewals for one-year periods and a unilateral District option to extend for up to three additional thirty-day periods at the same terms. Price escalation or de-escalation at renewal is permitted only if it does not exceed the previous year's CPI-U change, with written notice required at least 60 days prior to contract expiration.

The District will award by category to the lowest responsive and responsible bidder; bidders must provide pricing for all items within a category or be deemed non-responsive. Questions are due August 12, 2026. The District anticipates announcing the notice of intent to award on October 6, 2026, with School Board approval estimated for October 13, 2026. Bidders must comply with Level 2 background screening and E-Verify employment verification and submit non-collusion statements, public entity crime statements, drug-free workplace certification, and debarment forms.
