About this opportunity

The State of Utah Division of Purchasing is seeking qualified vendors to provide pest control services through a multiple-award cooperative contract with a five-year term. The procurement encompasses two primary service categories: General Pest Control Solutions (including general pest services, exterior barrier treatments, preventative maintenance, cockroach control, bed bug treatment, termite control, and mosquito services) and Wildlife and Bird Control Solutions (including wildlife removal and bird deterrent services). Eligible users include state government departments, institutions, agencies, political subdivisions such as colleges, school districts, counties and cities, nonprofit organizations, and authorized federal agencies. Vendors must hold a commercial pesticide application license from the Utah Department of Agriculture and Food for Category #1 services and Utah Certificates of Registration from the Division of Wildlife Resources for Category #2 services. Vendors must also comply with the Utah Pesticide Control Act, maintain responsive customer service with designated representatives responding to inquiries within 24 business hours, and provide labor and materials for various technician-level services as specified in the cost sheets. The evaluation process follows a three-stage methodology: vendors must first meet all mandatory minimum requirements to proceed; then achieve a minimum technical evaluation score of 480 of 800 available points (60%) to advance to cost evaluation; and finally attain a combined score of at least 600 of 1,000 total points (technical plus cost) to be awarded a contract. The RFP was posted on March 30, 2026, with a proposal due date of May 1, 2026, and vendors must guarantee pricing for a minimum of 12 months with an administrative fee of 0.75% on all net purchases.

No specific set-asides for disadvantaged enterprises or minority-owned businesses are identified in the available procurement documents. The RFP imposes several certification requirements, including compliance with Utah Code provisions regarding economic boycotts, boycotts of the State of Israel, forced labor restrictions, and foreign entity restrictions; vendors must also register and participate in the Status Verification System (E-Verify) to verify work eligibility for employees. Contractors are required to maintain workers' compensation insurance, commercial general liability of not less than $1,000,000 per person per occurrence and $3,000,000 aggregate, and commercial automobile liability of $1 million per occurrence if applicable. Historical usage data from 2021-2025 shows total contract usage of approximately $1.5 million, with primary users being state agencies (47-48% of usage), followed by higher education institutions (11-35%) and K-12 schools (15-40%), providing context for potential award values. All pricing information submitted is considered public record and cannot be classified as confidential; however, vendors may request business confidentiality protection for trade secrets and other commercial information through the formal Claim of Business Confidentiality process. Price adjustments after the initial 12-month guaranteed period require 30 days' notice, supporting market analysis documentation, and proof that profit margins do not exceed original contract terms, with mileage fees permitted only for job sites located more than 40 miles from the contractor's nearest business location.
