About this file
This is a Technical Criteria Attachment document for Pest Control Services (RFP #SB26-4) issued by the State of Utah Division of Purchasing. The RFP solicits proposals for pest control services in two categories: General Pest Control (extermination) and Wildlife and Bird Control Services, with the possibility of multiple contract awards. The contract term is five years, with vendors required to guarantee pricing for a minimum of 12 months. The procurement process requires vendors to first meet all Mandatory Minimum Requirements, then achieve a minimum technical evaluation score of 480 points out of 800 available points (60%) to advance to cost evaluation, and finally attain a combined score of at least 600 of 1000 total points (technical plus cost evaluation) to be awarded a contract.
The technical evaluation comprises 800 points per category, with all contractors required to answer six general questions worth 300 points total and then answer either Category #1 General Pest Control questions (500 points) or Category #2 Wildlife and Bird Services questions (500 points), or both. General Pest Control questions address licensing requirements per the Utah Department of Agriculture and Food, employee training and certifications, compliance with the Utah Pesticide Control Act and Rule, experience with various pest types, spider control services, rodent control services, and a detailed scenario addressing roach control in a school kitchen. Wildlife and Bird Services questions cover Utah Division of Wildlife Resources regulatory requirements, employee training, wildlife removal experience, bird deterrent services, challenging case studies, public safety protocols, and a detailed scenario for bat removal from a building attic. An administrative fee of 0.75% applies to the contract, and all contractor responses must be concise, detailed, and submitted without pricing information or promotional materials.
