All service technicians must obtain TWIC badges at the contractor's expense.
The scope encompasses interior pest management at Port facilities (terminals, IMOC, fire stations, MTC, MPC); interior pest management at tenant buildings (710 & 720 Mullet Road, 405 Atlantis Road); interior and exterior pest management at park services (Jetty Park, boat ramps); and bird/pigeon management at terminal gangways and main entrances. Services cover approximately 850,000 square feet across cruise terminals, administrative buildings, and recreational facilities. All services are performed on a fixed Wednesday schedule, with standard call-back services included at no charge and premium/emergency call-back services available at contracted rates. Services commence October 1, 2026 through September 30, 2028, with an option for three additional one-year renewal periods at no increase in base bid rates for the first two years.
Pricing is submitted on the CPA-provided Attachment A pricing schedule structured across multiple bid items with separate invoicing for Port facilities, tenant buildings, and park services. Evaluation weighs pricing at 35 points; experience with commercial/port/marine facilities at 25 points; pest management program approach and IPM plan at 25 points; and bird/pigeon management methodology at 15 points.
The CPA reserves the right to award to one or multiple contractors by location or service category. Proposals must be submitted in bound format with one original and six copies, plus an electronic version through VendorLink, and must not exceed 50 pages. FEMA Public Assistance grant requirements apply, including Davis-Bacon Act compliance, domestic preference for U.S.-produced materials, and Build America, Buy America Act certifications where applicable.
