About this file

This is an Informal Request for Bid document issued by the Canaveral Port Authority (CPA), a Florida-based government entity, soliciting pest control services. The CPA seeks integrated pest management (IPM), exterior rodent management, and bird/pigeon deterrent services across multiple facilities totaling approximately 850,000 square feet, including cruise terminals, administrative buildings, recreational facilities, and tenant properties. Services are required on a fixed Wednesday schedule with standard call-back services included and premium/emergency call-back services available at contracted rates. The contract term runs from October 1, 2026 through September 30, 2028, with an option for three additional one-year renewal periods at no increase in base bid rates for the first two years. A non-mandatory pre-bid site visit is scheduled for August 26, 2026 at 9:00 a.m., with proposals due September 8, 2026 at 2:00 p.m. EDT.

Qualified bidders must hold valid Florida Department of Agriculture and Consumer Services pest control licensing and demonstrate five years of continuous operation under the same company name. Required insurance includes Commercial General Liability ($1 million), Business Automobile Liability ($300,000), Worker's Compensation, Crime/Fidelity coverage ($1 million), and Contractors Pollution Liability Insurance ($1 million per claim and $2 million aggregate). All service technicians must obtain TWIC badges at the contractor's expense. Pricing is submitted using the CPA-provided Attachment A pricing schedule with separate invoicing for Port facilities, tenant buildings, and park services. Evaluation criteria allocate 35 points to pricing, 25 points to experience with commercial/port/marine facilities, 25 points to pest management program approach and IPM plan, and 15 points to bird/pigeon management methodology. Proposals must be submitted in bound format with one original and six copies plus an electronic version through VendorLink, not exceeding 50 pages. The CPA reserves the right to award to one or multiple contractors by location or service category. FEMA Public Assistance grant requirements apply, including Davis-Bacon Act compliance and domestic preference for U.S.-produced materials.
