About this opportunity
The Texas Health and Human Services Commission is requesting bids on permit mail services for the Disability Determination Services division under IFB HHS0017586v2, with proposals due September 15, 2026 at 10:30 a.m. and a questions deadline of August 27, 2026 at 10:30 a.m.
Bidders must be certified USPS Permit/Presort Bureau providers holding USPS CASS and MASS certification and demonstrating three years of relevant experience in the Austin, Texas and surrounding areas (Dallas, Houston, San Antonio). The contractor will pick up permit mail daily between 1:30 p.m. and 2:00 p.m. from TXDDS at 6101 E. Oltorf Street, Austin, Texas, and process and deliver up to 15,000 permit mail envelopes (letter, booklet, and flat-sized) to the USPS Business Mail Entry Unit for same-day processing. HHSC anticipates approximately 3,000,000 permit mail pieces annually. Pricing must be firm and fixed on Exhibit C, with all labor, equipment, materials, supplies, and related expenses included; price adjustments are permitted only at HHSC's discretion using the Consumer Price Index formula or based on federal minimum wage increases.
The initial contract term runs October 1, 2026 through August 31, 2027, with one optional one-year renewal period and one optional one-year extension available at HHSC's discretion. HHSC does not guarantee minimum volume, usage, or compensation; all contracts are subject to appropriations and fund availability.
The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). All contractor personnel must pass background checks, be at least 18 years old, and have relevant experience. Invoicing is due within 14 days of monthly billing cycle closure with itemized detail of services, quantities, and costs.
