About this opportunity

The City of St. Petersburg, Florida issued a Request for Proposals on April 10, 2026 for Pension Management Software to procure a fully Software-as-a-Service (SaaS) cloud-based pension administration and management system to replace a legacy system. The procurement seeks a single qualified vendor to deliver comprehensive end-to-end pension administration capabilities encompassing 18 core functional areas including member enrollment and maintenance, benefit eligibility determination and calculation, retirement and disability processing, payroll processing and disbursement, tax reporting, member self-service portal capabilities, data migration, audit trails, security controls, and integration with the City's existing financial systems. The proposed solution must ensure accurate processing of pension benefits, regulatory compliance (including GASB standards), reliable data integrity, defined system uptime requirements, and scalability to accommodate the pension plan's membership base and transaction volumes. Required qualifications include vendors registered with the Florida Division of Corporations, proof of corporate registration prior to award, at least three customer references with similar experience, maintenance of required insurance coverage including commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, and acknowledgment of compliance with non-negotiable contract terms. Evaluation criteria are weighted as follows: qualifications and experience of the firm and staff (25 percent), project approach and methodology (35 percent), pricing (25 percent), and business enterprise program outreach and utilization including SBE/MBE/WBE status and commitment to small and minority-owned business inclusion (15 percent). The deadline for submitting questions is May 7, 2026, with proposals due by May 26, 2026 at 3:00 p.m. via electronic submission through the OpenGov Procurement portal. All submittals must be presented as a single continuous PDF document and include a two-page maximum transmittal letter, detailed qualifications documentation with organizational chart and key personnel resumes, comprehensive project approach section with timeline and deliverables, itemized cost analysis, and Business Enterprise Outreach and Utilization documentation.

The City of St. Petersburg does not impose minimum participation requirements for small, veteran, minority, and women-owned business enterprises (SBE, VBE, MBE, and WBE), and proposers will not be deemed non-responsive for submitting a Subcontractor Utilization Plan with zero diverse business participation; however, the City actively encourages proactive engagement with these business categories located in the Tampa Bay Region. Proposers must demonstrate their certification status and documented efforts to identify and engage small and minority-owned subcontractors, including attendance at City outreach events and planned mentoring and capacity-building programs. The initial contract term is three years, with the City reserving the right to renew the agreement for two additional one-year periods if mutually agreed upon in writing. The Base Agreement establishes performance obligations, service delivery standards, liability, insurance compliance requirements, data security protocols, and dispute resolution procedures, with the selected vendor required to maintain system availability, regulatory compliance, and responsive customer support throughout the contract term. No specific award value or budget range is disclosed in the procurement documents. All submittals are subject to Florida public records laws and will be released after 30 days from opening unless an earlier intended decision is reached.
