About this file

This attachment to the City of St. Petersburg's Request for Proposals contains the detailed system requirements for a Pension Management Software procurement. The City seeks a fully Software-as-a-Service cloud-based pension administration and management system to replace an existing legacy system. The comprehensive solution must encompass 18 core functional areas including member enrollment and maintenance, benefit eligibility determination and calculation, retirement and disability processing, payroll processing and disbursement, tax reporting, member self-service portal capabilities, data migration, audit trails, security controls, and integration with the City's existing financial systems. The deadline for submitting questions is May 7, 2026, with proposals due by May 26, 2026 at 3:00 p.m. via electronic submission through the OpenGov Procurement portal. The initial contract term is three years, with the City reserving the right to renew the agreement for two additional one-year periods if mutually agreed upon in writing.

Evaluation of proposals will be weighted as follows: qualifications and experience of the firm and staff (25 percent), project approach and methodology (35 percent), pricing (25 percent), and business enterprise program outreach and utilization including SBE/MBE/WBE status (15 percent). Required qualifications include vendors registered with the Florida Division of Corporations, at least three customer references with similar experience, and maintenance of commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate. The City of St. Petersburg does not impose minimum participation requirements for small, veteran, minority, and women-owned business enterprises, and actively encourages proactive engagement with these business categories located in the Tampa Bay Region. No specific award value or budget range is disclosed in the procurement documents. All submittals must be presented as a single continuous PDF document and are subject to Florida public records laws, with release occurring after 30 days from opening unless an earlier intended decision is reached.
