About this file

This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida as part of a Request for Proposals for Pension Management Software released on April 10, 2026. The procurement seeks a single qualified vendor to provide a fully Software-as-a-Service (SaaS) cloud-based pension administration and management system to replace a legacy system, delivering comprehensive end-to-end pension administration capabilities encompassing 18 core functional areas including member enrollment, benefit eligibility determination and calculation, retirement and disability processing, payroll processing and disbursement, tax reporting, member self-service portal capabilities, data migration, audit trails, security controls, and integration with the City's existing financial systems. The deadline for submitting questions is May 7, 2026, with proposals due by May 26, 2026 at 3:00 p.m. via electronic submission through the OpenGov Procurement portal. The initial contract term is three years, with the City reserving the right to renew the agreement for two additional one-year periods if mutually agreed upon in writing.

The Subcontractor Utilization Plan requires proposers to demonstrate their intent to engage small business enterprises (SBE), women-owned business enterprises (WBE), veteran-owned businesses (VBE), and minority-owned business enterprises (MBE) located in the Tampa Bay Region, including documented outreach efforts, education, mentorship, and process changes designed to increase diverse business participation. While the City of St. Petersburg does not impose minimum participation requirements and will not deem proposers non-responsive for submitting a plan with zero diverse business participation, the City actively encourages proactive engagement with these business categories. Business enterprise program outreach and utilization comprises 15 percent of the evaluation criteria, with qualifications and experience weighted at 25 percent, project approach and methodology at 35 percent, and pricing at 25 percent. All submittals must be presented as a single continuous PDF document and include a two-page maximum transmittal letter, detailed qualifications documentation with organizational chart and key personnel resumes, comprehensive project approach section with timeline and deliverables, itemized cost analysis, and Business Enterprise Outreach and Utilization documentation.

Form C Subcontractor Utilization Plan Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary.
