About this file
This is a Subcontractor Utilization Plan form required by the City of St. Petersburg, Florida for a Pension Management Software procurement. The document serves as a template for proposers to demonstrate their intent and commitment to engaging minority, women, veteran, and small business enterprises (MBE, WBE, VBE, and SBE) located in the Tampa Bay Region. Proposers are required to describe their specific efforts in engaging these business categories and reducing barriers to their participation, including outreach initiatives, educational support, mentorship programs, and process improvements designed to increase diverse business involvement in contract execution.
The Subcontractor Utilization Plan establishes voluntary participation goals for small, veteran, minority, and women-owned business enterprises, with proposers determining their own anticipated percentages of contract amount allocated to each category. Importantly, the City of St. Petersburg does not impose minimum participation requirements, and proposers will not be deemed non-responsive for submitting a plan with zero diverse business participation; however, the City actively encourages proactive engagement with small, veteran, minority, and women business enterprises. Proposers must list all anticipated subcontractors in the applicable category boxes on the form, with no minimum level of diverse business enterprise participation required as a condition for contract award.
