About this opportunity

Collier County, Florida, through its Pelican Bay Services Division, is soliciting bids via a Quick Quote informal procurement process for supply and installation services related to the Pelican Bay Bay Colony Dune Plantings project, a coastal dune stabilization initiative utilizing nature-based solutions. The project encompasses approximately 225,000 square feet of dune planting area across approximately 4,500 linear feet of coastal dune with a planted width of approximately 50 feet, following damage sustained during the 2024 tropical season including Tropical Storm Debby and Hurricanes Helene and Milton. The scope of work includes supply and installation of approximately 56,250 native dune plants consisting of sea oats (35,325 units), railroad vine, sea purslane, and dune sunflower (combined 20,925 units) as 2-inch liners planted at 24-inch centers in two designated zones (Zone I foredune and Zone II dune crest) with specified species distributions and 24-inch on-center spacing in rows spaced 24 inches apart; installation of approximately 181 treated wood posts with 4-foot exposed height at 25-foot intervals; installation of 4,500 linear feet of 3/4-inch natural fiber manila rope; and installation of approximately 46 aluminum "KEEP OFF DUNE" signage compliant with Florida Statutes Chapter 161. Additional contractor responsibilities include initial watering of all plant material, supplementation with crystallized hydrogel, site-specific field adjustments to accommodate existing topography and structures, and compliance with coastal environmental constraints including sea turtle nesting season protocols and sand compaction minimization. Qualified contractors must demonstrate relevant coastal dune restoration experience with a designated site superintendent possessing direct dune restoration experience and present on-site during work; obtain all plant materials from Florida-licensed nurseries with source and species documentation; and comply with all applicable federal, state, and local laws including E-Verify registration requirements. The question submission deadline is March 10, 2026, at 12:00 p.m., with bid responses due March 13, 2026, at 3:00 p.m. via the Collier County online procurement portal at https://procurement.opengov.com/portal/collier-county-fl. Award will be made to the responsive vendor with the lowest quote, with pricing remaining firm from bid opening through September 30th and submitted on a line-item basis for each plant species, posts, rope, and signage.

No set-aside designations or restrictions specific to disadvantaged enterprises are identified in the available solicitation documents. Prospective bidders must comply with extensive requirements including possession of a current Florida business tax receipt, professional licenses as applicable, E-Verify enrollment, Florida Department of State Certificate of Authority confirming active entity status (submitted via current Sunbiz records), and background checks valid for five years. Insurance requirements include Workers' Compensation at statutory limits, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Employer's Liability of $500,000 per occurrence, and Automobile Liability of $1,000,000 per occurrence, with Collier County named as additional insured on the Commercial General Liability policy; all subcontractors must comply with identical insurance requirements. Bidders must submit W-9 forms and E-Verify documentation with their bids and provide Certificates of Insurance identifying Collier County Board of County Commissioners at 3295 Tamiami Trail East, Naples, FL 34112 as the Certificate Holder with 30 days cancellation notice provisions. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the solicitation documents. The procurement documents do not specify an estimated award value or budgetary range; pricing is to be submitted on a line-item basis with all quotes evaluated as one-time purchases with firm pricing for the contract duration. Payment will be made in accordance with Florida's Local Government Prompt Payment Act upon receipt of proper invoices submitted to Collier County's Accounts Payable department, with invoices due within six months of service completion.

Opportunity text

The Pelican Bay Bay Colony dune plantings project will stabilize coastal dunes using nature based solutions. Following the active tropical season of 2024 that included Tropical Storm Debby, and major hurricanes Helene and Milton, the dune was rebuilt and the foredune and crest is ready for dune tolerant native vegetation to trap windblown sand, reduce erosion, and improve habitat resilience. Work includes supply and installation of plant material (sea oats, railroad vine, sea purslane, dune sunflower), in designated dune zones using specified spacing and layout to support dune formation and long-term establishment.
