About this file
This is a dune planting map supporting a Quick Quote informal procurement process issued by Collier County, Florida, Pelican Bay Services Division, for supply and installation services related to coastal dune stabilization and restoration. The project encompasses approximately 225,000 square feet of dune planting area spanning approximately 4,500 linear feet of coastal dune with a 50-foot planted width across multiple access zones (R-30 to R-32.5, R-35 to R-36, and R-40 to R-41). The scope includes supply and installation of approximately 56,250 native dune plants (35,325 sea oats units and 20,925 combined railroad vine, sea purslane, and dune sunflower units) as 2-inch liners planted at 24-inch on-center spacing in rows spaced 24 inches apart within two designated zones (Zone I foredune and Zone II dune crest), installation of approximately 181 treated wood posts with 4-foot exposed height at 25-foot intervals, installation of 4,500 linear feet of 3/4-inch natural fiber manila rope, and approximately 46 aluminum "KEEP OFF DUNE" signage. The question submission deadline is March 10, 2026, at 12:00 p.m., with bid responses due March 13, 2026, at 3:00 p.m. via the Collier County online procurement portal. Contractor responsibilities include initial watering of all plant material, hydrogel supplementation, and site-specific field adjustments to accommodate existing topography and structures while minimizing sand compaction and complying with sea turtle nesting season protocols.
Award will be made to the responsive vendor with the lowest quote, with pricing remaining firm from bid opening through September 30th and submitted on a line-item basis for each plant species, posts, rope, and signage. Qualified contractors must possess relevant coastal dune restoration experience with an on-site designated superintendent having direct dune restoration experience, obtain all plant materials from Florida-licensed nurseries with source documentation, maintain a current Florida business tax receipt, E-Verify enrollment, and a Florida Department of State Certificate of Authority. Required insurance includes Workers' Compensation at statutory limits, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Employer's Liability of $500,000 per occurrence, and Automobile Liability of $1,000,000 per occurrence, with Collier County named as additional insured and all subcontractors required to comply with identical insurance requirements. No estimated award value or budgetary range is specified in the solicitation documents. Payment will be made in accordance with Florida's Local Government Prompt Payment Act upon receipt of proper invoices submitted within six months of service completion.
