About this opportunity

The Town of Palm Beach, Florida is soliciting competitive bids for the procurement of a Carolina Skiff Fiber Glass Shallow Water Boat, specifically the 17LS model, equipped with a 90 HP Mercury motor and an aluminum trailer. The boat must have specific features including a T-top with canvas, BayStar Hydraulic Steering with Tilt Helm, and a Jack Plate to allow the motor to rise higher in shallow water, with the unique requirement of being able to travel in as little as 7 inches of water. This procurement is being conducted through an Invitation to Bid (ITB) with online submissions required exclusively through the Euna Procurement (Bonfire) eProcurement platform. A non-mandatory virtual pre-bid meeting will be held via Microsoft Teams on November 4, 2025, which is strongly encouraged for potential bidders to seek clarification. The bid submission deadline is November 19, 2025, and award will be made to the lowest responsive and responsible bidder who meets all requirements, with pricing to remain valid for 90 days from the bid closing date. Evaluation criteria will focus on responsiveness, vendor responsibility, and overall compliance with the ITB specifications.

Potential bidders must complete several compliance documents, including an E-Verify form confirming employment eligibility verification, an Affidavit of Compliance with Foreign Entity and Human Trafficking laws, and a Bidder's Qualification Form. The procurement includes restrictions on vendors from certain foreign countries, specifically prohibiting entities primarily owned or controlled by countries such as China, Russia, Iran, North Korea, Cuba, and Venezuela. Vendors must provide at least five professional references from projects completed within the last three years and demonstrate compliance with local and state regulations. While a specific budget range is not explicitly stated, the Town reserves the right to accept or reject any bids and to award or not award a contract based on the proposal. Vendors must also be prepared to adhere to strict public records management requirements as outlined in Florida Statutes Chapter 119, which includes maintaining and providing access to public records upon request. The contract will begin immediately after award, with potential penalties for non-compliance including contract termination and potential exclusion from future municipal contracts.
