About this opportunity

The City of Long Beach, California is requesting bids on parts, maintenance, and repair services for boats and watercraft under ITB FM-25-625, with the bid due date extended to August 19, 2025 at 11:00 a.m. via the city's electronic portal. A mandatory site walk is scheduled for July 21, 2025, with an optional additional site visit on August 4, 2025 at Fire Station 15. A local preference of up to 10 percent is available for Long Beach-based businesses, subject to a maximum preference cost of $50,000 per bid.

The scope encompasses parts supply and maintenance and repair services for the city's fleet of boats, watercraft, and jet skis, including vessel haul-outs and complex repairs to reduce downtime. Specific work includes scheduled maintenance, hull pressure washing and thickness testing, spurs line cutter replacement, rudder and propeller removal and reconditioning, hull and non-skid deck painting with marine-grade polyurethane, jet drive annual maintenance with fluid and cable inspection, engine and engine pump replacement, and transom-mount transducer installation. All materials and work must comply with California vessel and administration code, SAE standards, Federal Motor Vessel Safety Standards, and California OSHA requirements. Contractors must demonstrate a minimum of five years' experience in marine engine and watercraft repair and identify a single-point warranty and repair facility within a 25-mile radius of 6204 E. 2nd Street, Long Beach 90803. Service response is required within one working day of notification; failure to acknowledge within two working days authorizes the city to pursue repairs elsewhere at the contractor's expense.

The contract term is two years with options to renew for three additional one-year periods, not to exceed five years total. The city reserves the right to award contracts to multiple bidders and adjust quantities based on actual needs. Pricing must be firm for the contract term; all charges for shipping, handling, and delivery to Fleet Services Bureau at 2600 Temple Avenue are included in quoted prices. No minimum orders apply, and restocking fees, fuel surcharges, and environmental fees are not permitted. Payment terms are NET/30 days. The city intends to award to three vendors: Breeze Marine Boat Service LLC, Marina Supply Inc. (DBA Captains Locker), and South Coast Shipyard, Inc. Mandatory insurance includes commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation, automobile liability ($500,000 combined single limit), and watercraft liability ($1,000,000 per occurrence/annual aggregate) where applicable. Questions were due August 7, 2025 at 11:00 a.m., with responses posted August 12. Equal Benefits Ordinance compliance and federal debarment certification are required for all contractors.
