About this file

This specification document outlines engine and engine pump replacement requirements for the City of Long Beach, California, for marine diesel engines to be installed on watercraft. The City seeks new, unused, or remanufactured latest model marine diesel engines, including harnesses, transmissions, pumps, and pump engines that shall comply with the State of California vessel and administration code, SAE standards, Federal Motor Vessel Safety Standards, California OSHA provisions, and National Highway Traffic Administration requirements. The successful bidder must have a minimum of five years' experience in installation and repair of marine engine units and shall facilitate transportation of the vessel from the City's launching ramp to their dry-dock location for completion of work. Vendors must complete all specification compliance sections, clearly identifying whether quoted components are new, rebuilt, or remanufactured, and specify the method for removing existing primer and paint from above-the-waterline areas. The contractor shall perform initial startup, break-in procedures, and manufacturer-recommended sea trial evaluations with a City employee present.

The manufacturer shall establish a single-point warranty and repair facility approved by the City within a 25 miles of 6204 E. 2nd Street, Long Beach, California, and provide standard manufacturer's warranty terms from the date the unit is placed in service. The contractor must acknowledge service requests within one working day of telephone notification, with failure to respond within two working days allowing the City to pursue repairs through outside vendors at the manufacturer's expense. All warranty repairs and transportation costs are the manufacturer's responsibility unless prior written agreement is approved by the City for each instance. The contractor shall repair or replace defective items during the warranty period at no cost to the City, with defective parts to be labeled and retained by the City until replacement and subsequently returned to the supplier by the contractor.
