About this opportunity
The City of New Haven and its Board of Education are seeking a qualified vendor to provide part-time custodial services for New Haven Public Schools through a rebid procurement. The Request for Proposal (RFP) aims to contract with a firm capable of staffing 186 part-time four-hour custodians, including a full-time account manager, a day manager/supervisor, and a night manager/supervisor to provide cleaning services across 37 school and municipal facilities totaling 3,887,407 square feet. Custodians will work day shifts from 9 AM to 1 PM and evening shifts from 5 PM to 9 PM or 6 PM to 10 PM, with each custodian responsible for approximately 20,900 square feet of cleaning space. The RFP was released on July 16, 2025, with proposals due by August 1, 2025, at 11:00 am, and the contract term running from approximately October 1, 2025, through June 30, 2026, with potential for two one-year renewals. Evaluation criteria are comprehensive, including demonstrated commitment to a diverse workforce, competence, corporate experience, staffing abilities, cost-effectiveness, quality assurance, and commitment to working with the union.
The procurement includes strong expectations for labor harmony and workforce continuity, with a specific emphasis on recognizing and working in good faith with the Service Employees International Union (SEIU) Local 32BJ. The City encourages a 90-day retention period for incumbent union employees and seeks a vendor who can maintain institutional knowledge. While specific set-aside designations are not explicitly detailed, the RFP includes equal employment opportunity requirements and mandates non-discrimination across protected classes, with provisions for minority and women-owned business enterprise participation. The contract includes comprehensive compliance obligations, potential penalties for non-compliance, and restrictions on conflicts of interest. Although a specific award value is not provided, the procurement documents suggest the contract will be awarded based on the most advantageous proposal, not solely on price, with potential flexibility for additional school or property coverage. The successful vendor will be expected to provide comprehensive cleaning services according to the detailed cleaning schedule outlined in Exhibit A, which includes daily, weekly, monthly, and annual cleaning tasks across various facility areas.

REBID
After careful review and in consideration of recent developments, the City of New Haven, in coordination with the New Haven Board of Education, has elected to cancel the original solicitation (RFP 2025-RFP-147) for Part-Time Custodial Services and issue a formal rebid.
This decision follows the City's receipt and evaluation of a protest submitted under Section 2.14 (Solicitation Protest). While the City acted in good faith during the original procurement process, it has come to our attention that not all shortlisted respondents were provided the opportunity to submit a Best and Final Offer (BAFO). To ensure procedural fairness and full transparency, the City has determined that a cancellation and rebid are in the public interest.
In addition, the rebid will clarify critical terms relating to labor recognition. Specifically, the City will reinforce the expectation that the successful respondent must recognize and work in good faith with the SEIU Union 32BJ and its members-workers who contribute directly to the livability and dignity of the New Haven community. The rebid will also address ambiguities that arose concerning this requirement and other areas essential to a fair and enforceable contract.
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to staff four-hour, part time, custodians, a manager/supervisor and an account manager to provide cleaning services to New Haven Public Schools (NHPS). The Contractor shall provide sufficient four-hour staff to clean the designated buildings. The Contractor may propose an alternate cost / staff structures for the NHPS' consideration should other schools or properties become available. The NHPS intends to contract with a qualified vendor whose proposal is deemed to be most advantageous. No contract shall be awarded solely based on price. Only those proposals determined to meet all requirements will be given consideration.
