About this file

This is a Request for Proposal (RFP) issued by the City of New Haven, Connecticut, and its Board of Education for part-time custodial services for New Haven Public Schools (NHPS). The RFP seeks to solicit proposals from qualified firms to staff four-hour, part-time custodians, a full-time account manager, a full-time day manager/supervisor, and a full-time night manager/supervisor to provide cleaning services across NHPS facilities. The solicitation is a rebid of a previous procurement, with a release date of July 16, 2025, and a response deadline of August 1, 2025, at 11:00 am. The contract term is from approximately October 1, 2025, through June 30, 2026, with the potential for two one-year renewal options at the sole discretion of NHPS.

The RFP emphasizes labor harmony and workforce continuity, with a strong expectation that the successful vendor will recognize and work in good faith with the Service Employees International Union (SEIU) Local 32BJ. The city encourages a 90-day retention period for incumbent union employees and seeks a vendor who can maintain institutional knowledge. The evaluation criteria are comprehensive, covering aspects such as demonstrated commitment to hiring a diverse workforce, competence and understanding of the work, corporate experience, staffing abilities, cost-effectiveness, quality assurance, and commitment to working with the union. The total staffing plan includes 186 part-time workers, with potential for adjustment based on the contractor's proposed staffing strategy.

1. Project Summary

1.1. Summary

Contract Name: Part-Time Custodial Services for New Haven Public Schools - REBID

Solicitation #: 2025-RFP-147-REBID

Department: NHPS-Curriculum

REBID

After careful review and in consideration of recent developments, the City of New Haven, in coordination with the New Haven Board of Education, has elected to cancel the original solicitation (RFP 2025-RFP-147) for Part-Time Custodial Services and issue a formal rebid.

This decision follows the City’s receipt and evaluation of a protest submitted under Section 2.14 (Solicitation Protest). While the City acted in good faith during the original procurement process, it has come to our attention that not all shortlisted respondents were provided the opportunity to submit a Best and Final Offer (BAFO). To ensure procedural fairness and full transparency, the City has determined that a cancellation and rebid are in the public interest.

In addition, the rebid will clarify critical terms relating to labor recognition. Specifically, the City will reinforce the expectation that the successful respondent must recognize and work in good faith with the SEIU Union 32BJ and its members—workers who contribute directly to the livability and dignity of the New Haven community. The rebid will also address ambiguities that arose concerning this requirement and other areas essential to a fair and enforceable contract.

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to staff four-hour, part time, custodians, a manager/supervisor and an account manager to provide cleaning services to New Haven Public Schools (NHPS). The Contractor shall provide sufficient four-hour staff to clean the designated buildings. The Contractor may propose an alternate cost / staff structures for the NHPS’ consideration should other schools or properties become available. The NHPS intends to contract with a qualified vendor whose proposal is deemed to be most advantageous. No contract shall be awarded solely based on price. Only those proposals determined to meet all requirements will be given consideration.

https://www.newhavenct.gov/government/departments-divisions/purchasing-division/no-po-no-pay-policy

The City of New Haven has implemented a 'No Purchase Order, No Payment Policy’ effective July 1, 2019 to reduce cost overruns, unauthorized work, while automating the steps for payment of invoices. This means that without an official Purchase Order number and/or enough unencumbered funds available, payment of supplier invoices will be rejected or significantly delayed until the change order or adjustments can be processed and approved.

This policy aims to ensure that:

A. All spend shall be supported by an authorized PO prior to requesting the provision of goods/services.

B. Efficient processes are implemented so that goods are delivered when required.
