About this opportunity

The Texas Facilities Commission is requesting bids for parking garage cleanup services at University of Texas football games in Austin under IFB PR-0010351, with bids due August 27, 2026 at 3:00 p.m. CDT through the OpenGov portal.

The scope covers cleaning three state-owned parking garages—Garage B (766 spaces, 269,087 sq ft), Garage Q (735 spaces, 277,700 sq ft), and Garage R (1,510 spaces, 512,511 sq ft)—totaling 3,011 spaces and 1,059,298 square feet. Services commence the day after each UT home football game, beginning no later than 6 a.m. and completed by 3 p.m. The 2026 schedule includes seven confirmed home games on September 6, 13, 20, October 18, 25, November 1, and November 22, with one optional eighth game date to be determined. Work encompasses mopping stairways and elevators, trash removal, replacing trash bag liners (22x14x58 - .3ml thickness), removing broken glass and abandoned items, and decontamination of areas with vomit, urine, or feces. The contractor must supply one 40-yard dumpster delivered by 4 p.m. the day before each game and removed by 6 a.m. Monday following the game, plus equipment including power blowers, gloves, trash pickers, heavy-duty trash bags, metal shovels, buckets, brooms, mops, water hoses, and first aid kits. Callback service at no additional cost is required, with response times of thirty minutes or less during regular hours and no more than one hour outside regular hours.

Bidders must demonstrate a minimum of two years' experience providing comparable garage cleanup services and submit three professional references from clients served within the past three years. The Qualifications and References Sheet (Attachment D) is mandatory; failure to return it results in automatic disqualification. Contractor employees and subcontractors are subject to criminal background checks by the Texas Department of Public Safety at the contractor's expense. The contract term runs September 1 through December 31, 2026. Bids are firm fixed price for thirty days from the bid deadline, submitted as cost per game through OpenGov. Award will be made on best value to the State of Texas under Texas Government Code Section 2155.074, which may consider past contract performance history and vendor performance tracking data. The question deadline was August 18, 2026; written responses were provided August 20, 2026.
