The Texas Facilities Commission is soliciting competitive bids for parking garage cleanup services to be performed after UT football games. The Invitation for Bids (IFB) was issued on August 13, 2026, with a deadline for bidder questions on August 18, 2026, written responses provided on August 20, 2026, and a bid submission deadline of August 27, 2026, at 3:00 PM CDT. The solicitation does not specify the number of games or exact scope details within this attachment, but requires bidders to submit pricing through the OpenGov electronic procurement portal. All bids must be submitted electronically and are firm fixed price for thirty days from the bid deadline. There is no public bid opening scheduled; tabulation results will be shared with bidders after award determination.
Pricing shall be submitted as a cost per game through the OpenGov system. The Texas Facilities Commission will award the contract to the bidder providing the best value to the State of Texas as defined by Texas Government Code Section 2155.074, which may include consideration of past contract performance history and vendor performance tracking data. Award decisions may also factor in prior work performance with TFC and other state agencies, and bidders involved in litigation with state agencies may be disqualified. Contractor employees and subcontractors performing work at the state-owned property are subject to criminal background checks conducted by the Texas Department of Public Safety at the contractor's expense. Upon contract award, the successful bidder must provide current Certificates of Insurance and policy endorsements as specified in Section VIII of the TFC Standard Terms and Conditions. All work is governed by TFC Standard Terms and Conditions for Purchase Orders. The solicitation is administered through the OpenGov electronic procurement portal, and bidders are responsible for monitoring the portal for any addenda or updates to the solicitation prior to bid submission.
