About this opportunity
The Town of Palm Beach, Florida is soliciting competitive bids through Invitation to Bid (ITB) No. 2026-028 for Palm Tree Trimming and Pruning Services at various municipal locations throughout the town. The scope of work encompasses trimming and pruning services for approximately 2,832 trees, including 2,301 coconut palms and 531 other palms on a twice-annual basis (spring and fall cycles) to be completed within eight consecutive weeks per cycle, with additional work on specialty palms including Sylvester date palms, Foxtail palms, and Sabal palms at specified locations. All work must comply with American National Standards Institute (ANSI Z133-2017) standards and Palm Beach County Landscape Code 500-35, Number Four, with the successful contractor responsible for providing all necessary materials, labor, management, supervision, equipment, safety gear, and vehicles. Key qualifications required include a minimum of three years of experience with municipal or commercial contracts, three current project references demonstrating comparable experience, current county and/or municipal occupational licenses, and on-site staffing of a minimum of nine employees organized in three-person crews with a current ISA Certified Arborist maintained throughout contract duration. The contractor must provide a minimum of three vehicle-mounted aerial lift trucks with 45-foot booms, one chip truck with chipper, and three pieces of equipment with minimum 20 cubic yard carrying capacity. Bids must be submitted online through the Town's Euna Procurement (Bonfire) eProcurement platform by June 25, 2026, with a non-mandatory but strongly encouraged pre-bid meeting scheduled via Microsoft Teams to allow bidders to seek clarification from the Contract Coordinator and Town staff. Award will be made to the lowest responsive and responsible bidder whose proposal meets all specified requirements, with pricing submitted on a per-tree basis with all equipment costs fully inclusive of operator expenses and actual invoicing based on work performed rather than estimated quantities.
The procurement contains no specific set-aside designations for disadvantaged enterprises, women-owned businesses, or other protected classifications, and is open to any qualified licensed contractor meeting the minimum qualifications. All bidders must comply with extensive compliance requirements including submission of affidavits regarding foreign entity and human trafficking compliance, certification of non-participation in boycotts of Israel and non-operation in sanctioned countries, E-Verify registration and verification of employee eligibility, drug-free workplace certification, and public records compliance under Florida Statutes Chapter 119. Contractors bidding on this solicitation must secure bid bonds equal to five percent of the total bid amount for bids exceeding $100,000 and obtain performance and payment bonds for contracts valued at $200,000 or more, with all bonds obtained through the Surety2000 electronic platform from Florida-licensed sureties. Insurance requirements mandate general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate with the Town named as additional insured, business auto liability of $1,000,000 combined single limit, and workers' compensation at Florida statutory limits with waivers of subrogation. No incumbent contractor is identified in the solicitation materials, and no specific budget or award value range is provided, with the final contract amount dependent on actual quantities of services rendered and competitive bid pricing submitted by responsive bidders.
