About this opportunity
The City of Newark, New Jersey, is soliciting electronic bids through its e-Procurement Portal for Bid #2025-97, seeking comprehensive paint, painting tools, and supplies for municipal use. The procurement involves approximately 70 line items including various paint types (alkyd, latex, enamel), primers, sealers, paint removers, painting accessories, drop cloths, extension poles, brushes, and masking tapes. This two-year contract requires vendors to provide fixed pricing for Year 1 and Year 2, with an additional option for discounts on painting tools, grids, pans, roller frames, and accessories. Bids will be electronically received until 10:15 am on Tuesday, November 25, 2025, with strict adherence to submission deadlines; any bid received after this time will be automatically rejected. Vendors must provide all-inclusive unit costs covering transportation, shipping, and handling, and the City reserves the right to reject bids, waive informalities, and adjust contract quantities based on actual requirements.
The procurement opportunity is open to vendors who can demonstrate compliance with multiple regulatory requirements, including mandatory certifications such as New Jersey Business Registration, Affirmative Action, non-discrimination provisions, and specific disclosures related to investments in Iran, Russia, and Belarus. Vendors must provide documentation proving they are not debarred from federal contracting and must complete comprehensive forms detailing business structure, ownership, and potential political contributions. While specific budget ranges are not explicitly stated, the contract appears designed to support ongoing municipal painting and maintenance needs. Bidders must meet strict qualification criteria, including submitting a Bidder Qualification Questionnaire, providing references, and confirming compliance with Americans with Disabilities Act provisions. The City of Newark will evaluate submissions based on comprehensive regulatory compliance, pricing, and the ability to meet the detailed specifications outlined in the bid documents.
