About this opportunity

Hillsborough County Public Schools (HCPS) is pursuing a single/sole source procurement for Packback, Inc.'s software licenses and custom professional development services, specifically targeting digital writing and grading assistance for Grades 9-12. The procurement covers the Packback Platform Suite, which includes three primary products: "Questions" for critical thinking discussions, "Deep Dives" for written communication skills, and "Instruct" for feedback-generating dashboards. The platform offers AI-automated student feedback and grading assistance through customizable rubrics, with designated Curriculum Consultants providing workshops, teacher onboarding, and unlimited on-demand professional development consultations. The procurement notice is active from September 22, 2025, to October 1, 2025, with a subsequent Notice of Intent to Sole Source period from October 1, 2025, to October 6, 2025. Interested firms must respond via www.myvendorlink.com within seven calendar days, providing clear documentation demonstrating capability to meet or exceed the stated requirements. The procurement number is 23157-SSD-IV, and this represents Renewal 2 of the contract.

The procurement appears to have no specific set-aside designations or restrictions on respondent organizations. Packback, Inc. claims unique market positioning as the sole commercially available provider with proprietary artificial intelligence technology utilizing Natural Language Processing. The company has previously secured sole source status with other Florida K-12 districts and higher education institutions, including Orange County Public Schools and the School District of Osceola. While specific award values are not explicitly stated, the comprehensive nature of the platform suggests a significant investment in educational technology and professional development services. The procurement is structured as a renewal, indicating an existing relationship and presumably satisfactory performance in previous contract periods. The sole source designation implies that Packback is considered the only vendor capable of providing these specific technological and consulting services for the district's writing and critical thinking educational objectives.
