The New Hampshire Department of Corrections (NHDOC) has issued a Request for Proposal (RFP) #DOC 2025-10 for Out of State Prisoner Transport Services, targeting interstate prisoner transportation across multiple correction facilities including the Northern NH Correctional Facility, NH State Prison for Men, and NH Correctional Facility for Women. The procurement seeks a contractor to provide comprehensive prisoner extradition services, with specific requirements including maintaining a minimum of two transport personnel per six prisoners, ensuring at least one female transport agent when transporting female prisoners, and providing three meals per 24-hour period. Vendors must demonstrate compliance with US Department of Transportation (USDOT), Federal Motor Carrier Safety Administration (FMCSA), and US Department of Justice (USDOJ) regulations, including maintaining a Satisfactory Audit Rating and active Motor Carrier Number. The evaluation criteria will allocate 60 points to the technical proposal and 40 points to the cost proposal, with vendors required to achieve a minimum of 30 technical points to remain under consideration. The RFP was issued on January 31, 2025, with proposals due by February 18, 2025, at 2:00 PM EST, and the contract term will run from Governor and Executive Council approval through June 30, 2028, with an option for one additional two-year extension. The contract does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must have been in business for a minimum of three years and maintain proper insurance coverage, including $1,000,000 per occurrence general liability and specific vehicle insurance ranging from $1,500,000 to $5,000,000 depending on passenger capacity. The price limitation for the contract is set at $406,250.00, though this is not a guaranteed minimum, with NHDOC anticipating one to three transports per month on an as-needed basis. Currently, NHDOC does not have a dedicated contract in place and uses various vendors as needed. The contract will be non-exclusive, meaning NHDOC reserves the right to utilize multiple vendors for these services. Pricing will be invoiced by mile and inclusive of all charges, without differential pricing for medical or non-medical transports. Successful vendors must provide transportation quotes within 24 hours of request, ensure all transport personnel pass background checks and drug testing, and comply with all federal and state regulations, including Jenna's Act.
