About this file
This is a Request for Proposal (RFP) issued by the New Hampshire Department of Corrections (NHDOC) for Out of State Prisoner Transport Services. The RFP seeks qualified vendors to provide extradition and interstate prisoner transportation services across multiple NHDOC facilities, including the Northern NH Correctional Facility in Berlin, NH State Prison for Men in Concord, NH Correctional Facility for Women in Concord, and four transitional housing units located throughout the state. The services encompass ground and air transportation of adult male and female prisoners with comprehensive requirements including security specifications, personnel qualifications, vehicle standards, and prisoner care protocols. Written inquiries from vendors are due February 10, 2025, at 2:00 PM EST, with NHDOC posting answers by February 12, 2025. Proposals must be submitted by February 18, 2025, at 2:00 PM EST in sealed envelopes containing one original, three copies, and one electronic copy on a thumb drive. The contract is anticipated to be effective upon Governor and Executive Council approval through June 30, 2028, with an option for one additional extension not to exceed two years, contingent on satisfactory performance, continued funding, and G&C approval. NHDOC anticipates one to three transports monthly on an as-needed basis.
Pricing will be invoiced by mile for both ground transportation and air extradition services, with all fees, meals, fuel, and tolls included in the per-mile rate. The price limitation for the three-year contract is $406,250.00, though this represents a ceiling rather than a guaranteed minimum. No specific set-asides for disadvantaged enterprises are designated. Currently, NHDOC does not maintain a dedicated contract and uses various vendors as needed; the awarded contract will be non-exclusive, permitting NHDOC to retain additional vendors for these services. Vendors must have been in business for a minimum of three years and maintain a Satisfactory Department of Transportation safety rating. General liability insurance of no less than $1,000,000 per occurrence and $2,000,000 aggregate is required. Evaluation will be scored on 100 points total, with 60 points allocated to the technical proposal (including organizational experience, capability, and approach) and 40 points to the cost proposal. Vendors must achieve a minimum of 30 technical points to receive further consideration, and all personnel involved in prisoner transport must pass background checks, drug testing, and obtain NHDOC security clearance.
