About this file
This is Addendum #1 to RFP #NHDOC 2025-10 issued by the New Hampshire Department of Corrections (NHDOC) for Out of State Prisoner Transport Services. The RFP opening date is February 18, 2025 at 2:00 PM, with the addendum dated February 13, 2025. The service requires vendors to provide interstate prisoner transportation services in compliance with US Department of Transportation (USDOT), Federal Motor Carrier Safety Administration (FMCSA), and US Department of Justice (USDOJ) regulations. Vendors must meet specific requirements including FMCSA Satisfactory Audit Rating, active Motor Carrier Number, driver hour limitations compliance, and vehicle safety standards.
The contract has a price limitation of $406,250.00 for the three-year term, though this is not a guaranteed minimum amount. NHDOC anticipates one to three transports per month on an as-needed basis. Transportation is primarily conducted via ground with occasional air service, with pricing to be invoiced by mile inclusive of all charges without differential pricing for medical/non-medical issues. Insurance requirements have been modified to require $1,500,000 per occurrence for vehicles rated for 15 passengers or less, and $5,000,000 per occurrence for vehicles rated for 16 or more passengers. Currently, NHDOC does not have a dedicated contract in place and uses various vendors as needed.
