About this file
This is Addendum #1 to a Request for Proposal issued by the New Hampshire Department of Corrections (NHDOC) for Out of State Prisoner Transport Services. The addendum, dated February 13, 2025, addresses ten questions from prospective vendors regarding federal compliance requirements and contract details. The RFP solicitation (NHDOC 2025-10) has a proposal opening date of February 18, 2025, at 2:00 PM EST. The contract term will run from Governor and Executive Council approval through June 30, 2028, with an option for one additional two-year extension. NHDOC anticipates one to three transports per month on an as-needed basis, with no guaranteed minimum volume.
The addendum clarifies that all vendors must comply with regulations established by the US Department of Transportation (USDOT), Federal Motor Carrier Safety Administration (FMCSA), and US Department of Justice (USDOJ). Key requirements include maintaining an active Motor Carrier Number (MC #), achieving a Satisfactory Audit Rating from FMCSA, adhering to continuous travel hour and mileage limits under FMCSA Section 395.5(a), and submitting driver logs for verification. The addendum also modifies the insurance requirements in Section 14.1.1 of the contract, increasing commercial general liability coverage from $1,000,000 per occurrence to $1,500,000 per occurrence combined single limit for vehicles carrying 15 passengers or fewer, and establishing a $5,000,000 per occurrence requirement for vehicles carrying 16 or more passengers. NHDOC does not currently have a dedicated transport contract and uses various vendors as needed. Pricing is invoiced by mile and is inclusive of all charges with no differential pricing based on prisoner medical status. The price limitation for the three-year contract term is $406,250.00, which is not a minimum or guaranteed amount. All changes noted in this addendum supersede previously submitted documents and must be included with the bid submission.
