About this opportunity
Volusia County, Florida is seeking a comprehensive Operations and Maintenance contract for its Landfill Gas (LFG) system, solicited through Invitation for Bid #25-B-156IF. The procurement covers a three-year contract with potential two one-year renewals, requiring a contractor to provide all labor, materials, equipment, and supervision for installation, operation, monitoring, and maintenance of LFG collection and control system components at the Tomoka Farms Road Landfill. Key deliverables include routine operation of vertical gas collectors, pipelines, condensate sumps, and control valves, with current LFG being burned using a county-owned flare. Contractor qualifications mandate demonstrated experience with LFG system operations at a minimum of three similar landfills within the past decade, comprehensive personnel and equipment documentation, and strict adherence to safety standards. The bid response is due September 25, 2025, at 3:00 pm, with a deadline for questions on September 11, 2025. Evaluation criteria will likely include technical capabilities, experience, and compliance with detailed technical specifications outlined in the solicitation documents.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises, though local businesses may receive up to a 3% preference in bid evaluation. The contract allows for potential price adjustments using the Employment Cost Index or Producer Price Index and includes provisions for emergency services and 24-hour response capabilities. Contractors must comply with E-Verify requirements, maintain comprehensive insurance coverage (including $1,000,000 in Commercial General Liability and Contractors Pollution Liability), and adhere to public records laws. While specific budget ranges are not directly stated, the bid structure includes unit pricing for various services such as routine maintenance, leachate system troubleshooting, pipe installations, and emergency mobilization. The contract encompasses both the closed South Cell and active North Class I Cell of the landfill, suggesting a complex and potentially significant operational scope that would require substantial technical expertise and infrastructure management capabilities.
