About this opportunity

Fairfax County, Virginia is issuing a Request for Proposals (RFP) for Operation Stream Shield – Region 1, a partnership between the Department of Public Works and Environmental Services (DPWES) and the Office to Prevent and End Homelessness (OPEH) to implement and manage a program combining environmental stewardship with employment opportunities for individuals experiencing homelessness. The procurement seeks a qualified contractor to recruit, supervise, and manage program participants from the Eleanor U. Kennedy Shelter in performing part-time, temporary work assignments focused on litter removal in and around streams, county facilities, and roadways; invasive plant removal and native plantings in coordination with Invasive Management Area volunteers and county staff; and special projects as assigned. The contractor must employ one part-time Employment Specialist and two part-time OSS Worksite Supervisors to oversee up to ten participants per day working four-hour shifts, with no minimum participation requirement mandated. Key deliverables include recruitment and vetting of participants, provision of all necessary equipment and personal protective equipment, transportation to work sites, daily performance tracking through the OSS Mobile Application and HMIS data entry within three working days, stipend administration at fixed County-established rates of $15 per hour for day laborers and $16 per hour for crew leads, employment transition services to move participants into sustainable employment within 90 days, and 90-day post-employment tracking. The contract period is two years with two optional one-year renewals available, and proposals must be submitted electronically through the Bonfire portal at https://fairfaxcounty.bonfirehub.com by June 1, 2026, at 3:00 PM. Evaluation will be based on technical merit and cost reasonableness, with proposals valid for 180 days from submission. The contract specialist is Arzoo Amiri, reachable at 703-815-5960 or arzoo.amiri@fairfaxcounty.gov.

Fairfax County does not discriminate against faith-based organizations or offerors based on protected characteristics under Virginia law, though no specific set-asides for disadvantaged enterprises are identified in the RFP documentation. The solicitation does not identify an incumbent contractor; however, the successful contractor must coordinate with the existing Homelessness Prevention Program vendor at the Eleanor U. Kennedy Shelter in Region 1 and integrate operations with the County's OSS Mobile Application (ArcGIS Online) and Fairfax Falls Church Continuum of Care Homeless Management Information System (HMIS). Required insurance includes statutory workers' compensation ($1,000,000 limit), commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), and automobile liability ($1,000,000 per occurrence and aggregate) from admitted Virginia insurers with A.M. Best ratings of at least A:VII. The Cost Proposal template specifies fixed hourly rates for day laborers and crew leads but requires contractor completion of all other staffing costs and reimbursable expenses including transportation, equipment, materials, and supplies, with cost adjustments in subsequent years limited to Consumer Price Index (CPI-U) increases not exceeding 3% subject to County approval. The RFP does not disclose a specific award value or budget range; however, the contractor is responsible for all operational expenses and must submit monthly invoices with detailed documentation of expenses for reimbursement. Contract performance is contingent upon appropriation of funds by the Fairfax County Board of Supervisors.
