About this file
This attachment document outlines the tasks to be performed by Operation Stream Shield (OSS) participants under RFP2000004340, a partnership between Virginia's Department of Public Works and Environmental Services (DPWES) and the Office to Prevent and End Homelessness (OPEH) in Region 1. The document provides awarded offerors with clear guidance on participant responsibilities and work assignments, emphasizing that the contractor will be responsible for management and supervision of all participants. Task assignments include litter removal in and around streams, at county facilities, roadways, parking lots, and county infrastructure; invasive plant removal and native plantings conducted in collaboration with Invasive Management Area (IMA) volunteers and county staff, where the contractor assumes full supervisory and leadership responsibilities while volunteers and staff provide technical expertise; and special projects as assigned. A maximum of ten (10) participants may be authorized to perform work per day, with no minimum shelter client participation requirement mandated.
All participants must adhere to the Operation Stream Shield Program Policies and Procedures for Participants as outlined in Appendix E. The contractor bears full responsibility for participant supervision and workday leadership, particularly during invasive plant management activities where volunteers and county staff provide instruction on proper removal and planting techniques rather than direct supervision. This task structure establishes clear delineation between contractor responsibilities and supporting agency functions, ensuring effective program implementation while leveraging community expertise and environmental stewardship objectives.

TASKS PERFORMED BY OSS PARTICIPANTS
This information should be incorporated into the RFP to provide offerors with a clear understanding of the tasks assigned to OSS participants at work sites. Such clarity is important because the awarded offeror will be responsible for the management and supervision of these participants.
