About this file

This file contains the policy and procedures documentation for the Operation Stream Shield (OSS) program, a partnership between Fairfax County's Department of Public Works and Environmental Services (DPWES) and the Office to Prevent and End Homelessness (OPEH) to provide part-time, temporary employment for individuals experiencing homelessness while improving local environmental conditions. The OSS program operates across four Human Services Regions in Fairfax County and involves contracted nonprofit organizations serving as program vendors. The program offers 90-day work assignments performing outdoor labor tasks including litter removal, invasive plant removal, native plantings, trail restoration, and snow/ice removal. Participating nonprofits must employ dedicated OSS Worksite Supervisors and Employment Specialists who oversee teams of up to ten participants working four-hour shifts. Vendors are required to procure and maintain specified equipment (including mobile devices for data submission), provide safety training annually, and ensure proper separation and disposal of collected materials into landfill and recyclable categories.

Vendors must comply with comprehensive data management requirements, including submission through the OSS Mobile Application (ArcGIS Online) at the end of each workday and entry into the Fairfax Falls Church Continuum of Care Homeless Management Information System (HMIS) within three working days. Staff must complete HMIS End User training and conduct monthly data quality reviews. The program emphasizes transitioning participants to sustainable employment within 90 days and includes follow-up tracking for 90 days post-employment. Participants receive daily performance evaluations (scored 1-10), and those scoring below five for two consecutive days are dismissed. Upon reaching $600 in program income, participants must be issued a W9 form. Vendors are responsible for invoicing the county for equipment and reimbursable expenses documented through required logs for mileage, vehicle expenses, and equipment/materials. The file includes detailed safety guidelines, protocols for handling discovered weapons or criminal evidence, weather-related work cancellation criteria, and guidance for public communication regarding OSS activities.

Operation Stream Shield Program Policies and

Procedures for Participants

Introduction

● The Operation Stream Shield (OSS) Program creates a work opportunity for individuals that meets them where they are and seeks to empower them to reach their greatest employment and livelihood potential. This is a part-time, temporary, 90 working day program and does not qualify as permanent employment.

● Participating nonprofit organizations partner with Fairfax County for work opportunities. We work directly with Fairfax County’s Stormwater Division. The scope of work includes various outdoor labor tasks including trash pick-up, leaf removal, invasive plant removal, trail restoration, snow and ice removal, landscaping and other outdoor tasks as assigned.

● The workday will take place for 4 hours between TIME on DAYS.

● Ten individuals will be able to work on each team.

● To qualify for OSS, individuals must make $0.00 in earned income and be unhoused.

● Individuals are required to report any earned income to the Employment Specialist immediately.

The Employment Specialist will begin tracking the 90-day progress of the individual participating within OSS.

Registration and Participation

● Individuals are placed on a waiting list after completing orientation and all necessary paperwork.

● Once a spot opens, the OSS Worksite Supervisor and/or Employment Specialist will contact individuals on the waiting list to see if they desire to work on the team with the open spot.

● The primary means of contact is via phone from PHONE NUMBER. OSS Worksite Supervisor and/or Employment Specialist will call each person on the waiting list without leaving a voicemail.

The first individual to answer the phone or call back to accept the open spot will be granted the position.

● Other secondary means of contact include in-person contact or by email and/or text.

Pre-Workday: ENTER HOURS

● Participants must be present during the hours ENTER HOURS before work.

● For instances of sickness or emergency absences, notice must be provided before TIME on that day of work. Notice may be given by texting and/or by calling PHONE NUMBER and

APPENDIX E

leaving a voicemail or by emailing EMAIL. As much notice as possible is preferred if a participant needs to miss a particular workday.

● Work will be weather permitting in case of extreme conditions. Unless the SHELTER contacts a participant directly to cancel, individuals must assume that work will be taking place.

● At TIME there will be a team meeting inside the SHELTER. Participants must be prepared to leave for work at this time.

Workday: ENTER HOURS

● Participants are required to wear a shirt, pants, and appropriate footwear (waterproof and safety toe boots are recommended as well as long-sleeved shirts). Please let us know if you need any of these items. If the SHELTER/NGO provides an individual with these items, they must be worn for work.

● Safety vests and gloves are required attire that workforce will provide. These must be turned in at the end of the workday to receive payment. Safety goggles, ear plugs and other items are readily available for the additional safety of each participant.

● Pictures will be taken throughout the day for OSS publicity and reporting. Please let the OSS Worksite Supervisor and Employment Specialist know if you are not comfortable with your picture being taken.

● There will be a 15-minute break at TIME each day. Cellphones are allowed to be used during the break and at no other time. Please let the supervisor know if you need to answer a critical phone call during the workday that cannot take place at another time. If you are feeling unwell and need to take an additional break, please talk to the OSS Worksite Supervisor and/or Employment Specialist.

● Safety is a priority. A seatbelt must be worn by each participant. If you are unfamiliar with a tool or environment, please seek guidance on safe operation.

● If you discover a dangerous weapon or evidence of criminal activity while working, do not touch anything. Step away and immediately inform your supervisor about what you have found.

● Fighting, violence, disrespect, inappropriate behavior, intoxication, and persistent idleness will not be tolerated. The participant will be placed on suspension and will not be able to return to the waiting list until reconciliation takes place.

● Illegal items, weapons, drugs, or alcohol are not permitted and will be confiscated, and the participant will be dismissed from the OSS program.

● Smoking tobacco is allowed but participants must dispose of cigarette filters properly. Participants can only smoke during their 15-minute break. In addition, if another participant or volunteer or staff member is bothered by second-hand smoke, then the smoker must extinguish their cigarette. Finally, smokers must remain 6 feet away from fellow participants, volunteers, and staff.

● If you need to use the restroom, let a supervisor know and we will do our best to accommodate you and/or direct you to the nearest public restroom.

● Follow and respect the instructions of the OSS Worksite Supervisor and Employment Specialist and any Fairfax County staff members on the premises. You must be able to always see or speak with your assigned supervisor. (This may be via walkie-talkie)

Post-Workday: ENTER HOURS

● Participants will return to the SHELTER at approximately TIME.

● Participants will be paid in cash between TIME in the LOCATION.

● Participants are required to turn in their vests and work gloves before payment is received.

● Participants must sign their name on the roster as they receive their wages to confirm that payment was received, and to confirm their next workday and daily evaluation score indicated next to their signature.

Work Performance and Evaluation

● There are physical requirements to participate in the OSS program. They are as follows:

○ Able to stand and kneel on uneven surfaces.

○ Able to lift and carry a minimum of 30-40 pounds.

○ Able to walk in areas off a dedicated path/roadway

○ Able to walk a minimum of 1 mile from transportation.

○ Able to work in varying weather conditions.

● If you do not meet the physical requirements above, please let the OSS Worksite Supervisor and Employment Specialist know, and they will direct you to different resources related to employment.

● We will do our best to accommodate you in whatever needs you may have while on the job. The focus of this program is for you to provide your own best effort individually and as a team player.

● Show dignity and respect to fellow participants and always assume the best in one another.

● Understand that not everyone will be able to contribute in the same way but support your fellow participants through encouragement. Our goal is to make everyone successful, both you and your fellow participants.

● If you have any concerns about fellow participants, please communicate those issues in a respectful and charitable way. If the concern is not resolved, an OSS Worksite Supervisor and/or Employment Specialist will seek to mediate and reconcile the concern. Please seek out the OSS Worksite Supervisor and/or Employment Specialist on the job site rather than allowing a conflict to escalate.

● Every workday, individuals will receive a score between “1-10” based on performance.

● Every week, a “participant of the week” award will be given out based on performance.

● If an individual scores below a five, they will have one workday to improve their score. After scoring below “5” two workdays in a row, the participant will be dismissed from the program.

● After 5 consecutive workdays, the first OSS Evaluation will be completed. OSS Worksite

Supervisor and/or Employment Specialist can issue an evaluation at any time for any reason.

● After 10 consecutive workdays of participation and no less than a score of “5”, each participant will be eligible to receive a personalized letter from the OSS Worksite Supervisor and/or Employment Specialist recommending them for employment as well as an OSS hat.

Conclusion:

● The OSS Program is more than just a part-time work opportunity. It is a transitional work program, that actively seeks to help individuals progress and transition from the OSS Program to participate in more sustainable job opportunities.

● Participants are encouraged to transition from the OSS Program before they receive $600 in income from the program. After reaching $600 of income through the OSS Program, participants are required to be issued a W9 for tax purposes.

● Participants are required to work with an OSS Worksite Supervisor and/or Employment Specialist to determine opportunities after transitioning away from the OSS Program.

● Individuals will be expected to meet with the OSS Worksite Supervisor and/or Employment Specialist once a week to accomplish workforce related case management tasks. The OSS Worksite Supervisor and/or Employment Specialist will actively help individuals pursue employment opportunities based on their gifts and abilities.

● Participants may pursue employment at any time but are required to inform the OSS Worksite Supervisor and/or Employment Specialist about prospective employment opportunities they are pursuing.

● Once a participant is employed, they will provide OSS Worksite Supervisor and/or Employment Specialist with information about their employment so that the OSS Worksite Supervisor and/or Employment Specialist can track 90 days of sustainable employment.

● Upon transition, case management and coaching will continue to advocate for help with housing, budgeting, and other resources that would enable an individual to stabilize.

● We are all a team together creating a reputation for this program. You are part of something bigger than yourself when you choose to join this program.

If you have any further questions about this program, do not hesitate to speak to the OSS Worksite Supervisor and/or Employment Specialist at the Shelter.

Thank you for your interest in the Shelters Operation Stream Shield Program. We look forward to working with you!

Operation Stream Shield Policies and Procedures for Vendors

Operation Stream Shield (OSS) is a partnership between the Department of Public Works and Environmental Services (DPWES) and the Office to Prevent and End Homelessness (OPEH) to benefit the environment while providing employment for individuals experiencing homelessness. The OSS program offers part-time, temporary work to people experiencing homelessness in all four Human Services Regions of Fairfax County and is also intended to improve the water quality of local streams.

Staffing Structure

Participants of OSS should be individuals who are experiencing homelessness and currently being served by an OPEH-contracted nonprofit organization in a Human Services Region.

Participating nonprofit organizations must have an Employment Specialist and OSS Worksite

Supervisor dedicated to the program. Staff identified must have access to the Homeless

Management Information System (HMIS) and the OSS Mobile Application. Staff are responsible for the data entry into HMIS and the OSS Mobile Application, as well as staying in compliance with HMIS Policies and Procedures.

Operations

Participating nonprofit organizations must evaluate clients who participate in the OSS Program.

This evaluation can be done as part of Case Management. All participants must go through orientation and receive an evaluation at the end of each workday. The intention of the OSS

Program is to transition participants into sustainable employment within 90 days of beginning the program.

Each workday must begin with a safety minute to remind participants of safe protocols when working out in the field. Refer to the OSS Safety Guidelines, Appendix 1.

County staff or volunteers must be treated respectfully. County staff and volunteers will engage with the Worksite Supervisor. The Worksite Supervisor is responsible for supervising OSS participants, even when volunteers and county staff are present.

Participating nonprofit organizations must ensure participants are working for four hours while in the field. This is a program to assist with developing workforce skills for future employment opportunities. The Worksite Supervisor must lead by example with their actions during the workday. For example, if there is a delay in getting to the worksite, the OSS Worksite Supervisor must notify the volunteer(s) and/or staff member(s) immediately.

Participating nonprofit organizations must separate litter collected during the workday. Items that are landfill trash go into gray bags and items that could be recycled go into the clear bags.

See the Appendix 5 for the graphic that captures trash vs recycled items.

The expectation of a workday is captured in the OSS Handbook for Clients. All procedures must be adhered to.

Equipment

Participating nonprofit organizations are responsible for procuring and invoicing the county for equipment. The invoicing process is in your contract. Appropriate equipment and quantity of equipment are specified in Appendix 3.

Participating nonprofit organizations must procure and maintain at least one mobile device

(smart phone or tablet) that will allow for data submission via the OSS Mobile Application.

Participating nonprofit organizations are responsible for training new participants in how to properly and safely use the equipment.

Data

OSS Mobile Application

Participating nonprofit organizations must have at least two employees (OSS Worksite

Supervisor and Employment Specialist) who have access to the OSS Mobile Application. Access instructions are in Appendix 4 OSS Mobile Application Training.

The OSS Program Manager will coordinate with participating nonprofit organizations to obtain access to the application. DPWES will provide an ArcGIS Online License once appropriate paperwork is submitted. Upon exiting employment with participating nonprofit organizations, the OSS Program Manager must be notified immediately so the license can be terminated.

Participating nonprofit organizations must submit requested data through the ArcGIS Online

Mobile Application. This needs to be done at the end of each workday, preferably while still on site.

HMIS

Participating nonprofit organizations are required to use the Fairfax Falls Church Continuum of

Care (CoC) HMIS and follow all applicable policies and procedures. The Fairfax Falls Church CoC has comprehensive documentation of their HMIS Governance in the HMIS Policy and

Procedure Manual and Data Quality Plan and Best Practices Guide, both of which can be found on the CoC’s HMIS Portal HMIS Governance.

As required in the HMIS PnP, OSS Worksite Supervisor and Employment Specialist are required to participate in HMIS End User training and conduct monthly Data Quality efforts ensuring the accuracy of the data. The OSS Program Manager will be using the data in the HMIS for monitoring and evaluation.

The OSS projects follow the same HMIS workflow as Prevention and Permanent Housing. End

The default assessment is ‘HUD Entry 2024 FX’ and should be completed following the directions provided in the HMIS basic end user training.

Do not forget the Case Manager Subassessment

The drop down for Case Manager Project will be corrected soon

Interim Assessments The OSS projects are expected to follow the HMIS workflow and add an Interim Assessment when there are changes in the client’s HUD Data Standards assessments. Client’s monthly income is required to be tracked in this section starting November 1, 2024. It is important to record changes in the client’s monthly income, health insurance and non-cash benefits.

Photo Permission Sub-Assessments The OSS projects are expected to request the client’s permission to take and share their photos (see above). The permission should be recorded in the client record in the HMIS. The sub-assessment can be found in the OSS Specific assessment.

A new record must be added each time a client changes the answer. If the initially answer is ‘no,’ a sub-assessment is entered. If the client later changes their mind and answers ‘yes’ an additional sub-assessment must be completed. All clients current as of 11/1/2024 must have a sub-assessment recorded with the answer to this question.

Upon Exit The OSS program also requires completion of the ‘Transition to Work / Operations Stream Shield / City Jobs OSS’ assessment on two different occasions. First upon EXIT from the Project. After recording changes in the client’s monthly income, health insurance and non-cash benefits on the exit assessment, click on the ‘Transition to Work / Operations Stream Shield / City Jobs OSS’ assessment and Add a subassessment.

At the top of the sub-assessment is information to be completed when the client EXITS the project.

Please note that the “If Other...” field will be used by the Program Manager as qualitative data in analysis of the program.

Below the initial four EXIT questions are follow up questions that are to be completed within 90 days after the client exits the project.

Follow Up Reviews Please closely follow the follow up review workflow outlined below.

The first time you attempt to contact the client for a follow-up assessment (after exiting the project).

Click on ‘Follow Ups’

“Add Follow Up Review” with a “Review Date” of the first attempt to follow up with the client.

PLEASE NOTE: Do not add a new sub-assessment. All data must remain together on the same sub-assessment. EDIT the sub-assessment that was completed upon EXIT.

If the client cannot be contacted upon the first attempt, add a note in the ‘Provide follow up comments...” field to document the attempt. In the example below, contact was attempted on 7/24/24 and again on 8/3/2024.

Each time a follow up is attempted, it must be recorded in the HMIS.

Click on ‘Follow Ups’

“Add Follow Up Review” with a “Review Date” of the second and /or third etc attempt to follow up with the client.

PLEASE NOTE SAME RULE APPLIES: Do not add a new sub-assessment. All of the data must remain together on the same sub-assessment. EDIT the sub-assessment that was completed upon EXIT.

Example of successful third attempt to contact a client.

Note that the ““Date Follow Up Assessment Completed” is now completed. It is the date that the client was contacted on 8/13/2024

Example of documentation 90 days without successful follow-up with client.

Note that the “Date Follow Up Assessment Completed” is now completed. It is the date of the final attempt to contact the client on 10/3/2024

Services

A separate service must be recorded in the HMIS for each day that the client participates in the work program.

Data Timeliness requirement: Services must be recorded in HMIS within 3 working days of OSS work day

• Start and End Date must match (time of day does not matter)

• Service Type is always ‘Temporary Employment’

• All fields must be completed

• Location site is still being discussed, this format is likely

• Skip to the bottom of the Services form

• Set ‘Outcome of Need’ to Fully Met

Data Quality The OSS GIS Mobile Application must be filled out upon completion of the workday.

Monthly HMIS Data Quality submission is required.

Reports These projects follow the same workflows as HMIS housing projects and any reports which work for those projects will also work for OSS and can be used to support the project for both Data Quality and

Data Analysis. The OSS Program Manager will be using the HMIS data for ongoing management of the contracted projects and for outcomes analysis. The OSS Program Manager will be downloading reports after monthly DQ submission. See the HMIS manuals for guidance.

The OSS Program Manager will pull weekly reports to ensure compliance of submitting data through the

OSS Mobile Application.

Report Writer Reports.

Four report writer reports have been created for this project type. The bottom two are for partners to use.

The income improvement Reports were for an old requirement. The APR which will evaluate Income Improvement upon EXIT from the Project will be used instead of the original 3 or 6 month evaluation.

It is REQUIRED that users change the name of the project before running and downloading the report. It is a Data Security Violation to query and/or download data for clients outside of the user’s organization.

REQUIRED: Change the filter value to the correct project.

After changing the filter value, Preview and download the dataset.

There are no date filters, so all of the subassessments will be downloaded. It is not a huge dataset and easily edited.

Rescheduling Workdays

Advance notice must be given to the OSS Program Manager for a workday that needs to be rescheduled. In the event of an emergency, please give as much notice as possible. We need to be respectful of volunteers and staff time when they are waiting for crews to arrive in the field.

If a date needs to be rescheduled, the workday will be moved to Friday of the same week or the following Monday. If either of those dates do not work, this workday will be cancelled. Note, the scheduled date will not change in the OSS Mobile Application and participating nonprofit organizations should submit data for the work order listed as the original scheduled date, even if it was rescheduled and completed at a later date. The actual date of the workday should be entered in “Completed Date” on the application. If the workday is cancelled, these sites may still appear red or “Assigned” in the application until they can be addressed be the OSS Program

Manager.

In the event of inclement weather, the reschedule dates above still apply. Participating nonprofit organizations are highly encouraged to review the weather in advance of the workday to determine if it should be rescheduled.

Participating nonprofit organizations are encouraged to alter hours in the summer and winter months to avoid weather related illnesses. Working earlier in the summer months allows for cooler workdays and working later in the winter months allows for warmer workdays. If participating nonprofit organizations do alter work hours, this must be coordinated in advance with the OSS Program Manager.

Many other extreme field conditions may exist; the examples below represent a partial list of possibilities. Participating nonprofit organizations may use these examples when determining when to cease or cancel OSS workdays.

Examples of Extreme Field Conditions:

- Blizzard Warning: Snow and/or blowing snow reducing visibility to 1/4 mile or less for 3 hours or longer and sustained winds of 35 mph or greater or frequent gusts to 35 mph or greater.

- Ice Storm Warning: ¼ inch or more of ice accumulation and/or ice accumulation causing extreme hazardous roadways.

- Wind Chill Warning: Wind chills of minus 20F or lower are expected.

- Dense Fog Advisory: Widespread fog is expected to reduce visibilities to 1/4 mile or less over a large area for more than 3 hours. Fog will burn off as temperatures rise and deployment could just be delayed a few hours.

- High Wind Warning: Sustained winds of 40 mph or higher for one hour or more or wind gusts of 58 mph or higher for one hour or more.

- Hurricane Warning: Tropical cyclone with sustained winds of 74 mph or higher.

- Severe Thunderstorm Warning: Issued when severe thunderstorms are occurring or imminent in the warning area. Defined winds 58 mph or higher, and/or hail 3/4 of an inch in diameter or larger. Although this type of warning is issued for a particular county, it may only affect certain portions or pathways. One could cease operations in the area or in the pathway of these storms and teams could remain deployable in unaffected areas. Evaluate on a case-by-case basis.

- Tornado Warning: Issued when a tornado is imminent and/or funnel cloud has been sited.

o Although this type of warning is issued for a particular county, it may only affect certain portions or pathways. One could cease field operations in the area or in the pathway of these storms and teams could remain deployable in unaffected areas. Evaluate on a case-by-case basis.

- Flash Flood or Flood Warning: Issued when flash flooding is imminent or occurring.

- Excessive Heat Warning: Issued when the heat index value is expected to reach or exceed 110 degrees within the next 12 to 24 hours.

The County OSS Staff are only available from 9:00 am-4:30 pm Monday-Friday.

Appendix 1 Operation Stream Shield Safety Guidelines

Appendix 2 Guidance When Communicating with the Public Regarding

Operation Stream Shield Work

Operation Stream Shield (OSS) provides part-time, temporary work to people experiencing homelessness. The program supplements Fairfax County’s efforts to remove litter and nonnative invasive plant species. The goal is cleaner communities and trash-free streams.

OSS crews work collaboratively with residents, community groups; and local, state, and federal staff to beautify our communities.

If a resident has questions about the work being conducted, follow the guidance below.

- Introduce yourself and let the resident know you are conducting work for the county to remove debris and/or plants that do not naturally grow in this region.

- If the resident feels you are trespassing on their property, please remove OSS crew immediately from the property and notify the OSS program manager of this conflict.

- Avoid confrontation and maintain composure when speaking with a resident.

- If additional questions are asked by the resident, please direct them to the program manager and provide a copy of the Car Notice and the Private Property Notice if relevant.

o The program manager will supply you with business cards with their contact information on it.

- Media requests must be referred to the county’s Public Information Officer for response. The

OSS Program Manager must be included on this communication.
