About this opportunity
The Incorporated County of Los Alamos Community Services Department is requesting proposals for operation and staffing of the Performing Arts Center at 1670 Nectar Street, Los Alamos, New Mexico under RFP27-19, with proposals due September 17, 2026, and a non-mandatory pre-proposal conference on September 2, 2026. Compensation is structured as a license to use the facility and surrounding grounds (approximately one acre) for the contract term, with the contractor retaining reasonable facility rental fees collected from third-party events to defray operating costs; no price component is evaluated. The contract is anticipated to be a multi-term agreement for up to seven years with an anticipated award date of January 1, 2027. County Council approval is required because the contract is expected to exceed $300,000.
The scope includes daily operations management, theatrical production, educational programs and classes in dramatic arts, custodial and janitorial services, landscaping and outdoor maintenance, rental and booking operations, snow removal, and security and safety compliance with applicable codes. All programs and services must provide opportunities for participant feedback and incorporate that feedback into implementation of new and existing programs.
The contractor assumes payment of all utilities, including internet and communications. Offerors may request Local Business preference (maintaining principal office and place of business in Los Alamos County), Resident Business preference (New Mexico), or Native American Resident Business or Resident Veteran Business preferences under Los Alamos County Code Section 31-261(b) and New Mexico Statutes Annotated Section 13-1-21 et sequentia, provided they submit current valid business licenses and meet applicable definitions.
Evaluation criteria (totaling 100 points) are weighted: Responsiveness to Community/Past Record to Perform (30 points), Maintenance (20 points), Organizational Structure (10 points), Fiscal and Administrative Capacity (10 points), Program Evaluation (15 points), and Public Relations and Collaboration (15 points). Prospective contractors must provide a minimum of three client references from similar work performed within the past 3–5 years. Campaign contribution disclosures to the seven County Councilors are mandatory. Written questions are due September 10, 2026, at 2:00 p.m., with County responses by September 15, 2026, at 5:00 p.m. Addendum No. 1 (dated September 2, 2026) incorporates the pre-proposal conference video and attendance list; acknowledgment of this addendum is required with proposal submission. Contact: Jaime Kephart, Procurement Contract Manager, 505.662.8191 or jaime.kephart@losalamosnm.gov.
