About this opportunity

Dallas/Fort Worth International Airport is conducting a Request for Proposal (RFP) for the OneDFW and Customer Experience Events contract, a five-year engagement to be procured under Texas Local Government Code Title 8, Subtitle A, Chapter 252 and Government Code 2254. The Airport seeks a qualified contractor to implement high-impact, customer-facing activations, performances, and events designed to enhance the overall passenger experience while simultaneously supporting employee engagement initiatives including workforce unification around the customer journey, front-line employee recognition, and strengthening of the airport employee community. Key deliverables include developing a 12-month annual engagement calendar of events and activities, coordinating with regional performing artists and presenters, managing all aspects of event planning from inception through completion, overseeing on-site production and quality assurance, and generating wrap-up reports following each event. The contractor must have a minimum of three years' experience managing customer-facing programs and employee engagement planning, three years' experience curating community initiatives local to the DFW region, and demonstrated understanding of airport operations, regulations, and security requirements. Proposals will be evaluated on six weighted criteria: Technical/Compliance with Scope of Work (30 points), Management (15 points), Implementation (5 points), Small Business Enterprise Participation (20 points), Price (15 points), and Customer Service/On-Going Support Plan (15 points), with price evaluation awarding the majority of available points to the lowest-priced acceptable proposal. Critical solicitation deadlines include a pre-proposal conference on March 2, 2026, at 10:00 a.m. Central Standard Time, a question submission deadline of March 6, 2026, at 4:00 p.m., answers posted by March 16, 2026, and proposals due by March 23, 2026, at 2:00 p.m., with contract award estimated for April through June 2026.

This procurement includes a Small Business Enterprise (SBE) goal of 20 percent of the total contract value, with certified SBE firms required to maintain a physical place of business within the Airport's relevant market area comprising Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Somervell, Tarrant, and Wise counties. Bidders must meet the SBE goal or demonstrate adequate good faith efforts through documented outreach, solicitation, and negotiation with certified SBE firms; failure to do so renders bids non-responsive. SBE firms must be certified by Board-approved entities including the North Central Texas Regional Certification Agency, D/FW Development Council, or Women's Business Council Southwest, and certification must be current at the time of bid submission. Contractors must obtain Airport ID Badges through the Access DFW system for all contractor and subcontractor personnel and maintain compliance with comprehensive insurance requirements including workers' compensation at Texas statutory levels with $500,000 employer's liability, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, business automobile liability of $500,000, and professional liability of $1,000,000 if applicable, all with the Dallas/Fort Worth International Airport Board and the Cities of Dallas and Fort Worth designated as additional insureds. The solicitation documents do not specify an overall contract award value or budget range; however, bidders are responsible for all costs associated with artist compensation, vendor management, event production, staffing, and program delivery, with invoices submitted within 30 days of event completion and supported by itemized charges and documentation. Proposals must be submitted electronically through dfwairport.bonfirehub.com, and the Airport reserves the right to reject any or all proposals, make multiple awards, and waive technicalities at its discretion.
