About this opportunity

The Town of Hilton Head Island is soliciting sealed proposals for On-Call Handyman Services through an indefinite delivery indefinite quantity (IDIQ) contract with no guaranteed minimum or maximum dollar amount. This procurement encompasses comprehensive general maintenance, repair, and minor construction services across nine primary service categories: Carpentry & Decking, Insulation, Painting & Finishing, Drywall/Sheetrock, Plumbing, Dock & Floating Dock Repair, Concrete & Sidewalk Work, Brick & Masonry Repairs, and ADA Tile Installation & Accessibility Improvements, to be performed on an as-needed basis at Town facilities. The selected contractor must meet strict response time requirements, including Routine Service within three business days, Urgent Service within twelve hours, and Emergency Service within four hours during standard work hours of 8:00 a.m. to 4:30 p.m. Eastern Time, and must provide a ninety-day labor warranty and one-year warranty for all work performed with a twenty-four-hour warranty response time. Qualified contractors must demonstrate a minimum of five years of experience providing comparable services to municipal or commercial facilities, possess all required state and local licenses, comply with OSHA standards, and provide at least three client references. The evaluation will be weighted as follows: 40% Cost (based on submitted hourly labor rates for carpenter, mason, painter, general laborer, and supervisor positions, plus materials markup and equipment rental rates), 20% References and Experience on Similar Projects, 30% Qualifications of Key Personnel and Resources Available to Meet Contract Requirements, and 10% Designated Representative Qualifications, Experience and Availability. The proposal submission deadline is 5:00 p.m. Eastern Time on May 27, 2026, with electronic submission required through hiltonheadislandsc.bonfirehub.com; the question submission deadline is 5:00 p.m. Eastern Time on May 15, 2026; and proposals will be publicly opened via virtual conference at 9:30 a.m. Eastern Time on May 28, 2026. The contract will be awarded for an initial period of one year with options to renew for up to four additional one-year terms.

The procurement includes a local vendor preference designation that provides a five percent price reduction (not to exceed a maximum of $10,000) for certified local vendors during bid evaluation, contingent upon vendors maintaining an office within the Town's legally defined boundaries with a majority of full-time employees conducting work from that location and holding a valid Town business license for a minimum of three consecutive years prior to application. The Town's Small and Minority Business Participation Program (SMBE Program) requires contractors to make specific pre-award good faith efforts to recruit small and minority businesses by dividing the scope of work into economically feasible units where possible and sending written notice at least ten business days prior to the bid response due date to potential SMBEs and designated good faith agencies expressing intent to submit bids; post-award compliance requires monthly submission of reports documenting all contracts, purchase orders, and payments made to SMBEs, with monthly compliance reports due by the 15th of each month throughout the contract term. Additionally, the procurement requires compliance with South Carolina's Illegal Immigration Reform Act, which mandates E-Verify participation and certification, and compliance with FEMA contract provisions including federal standards for equal employment opportunity, work hour limitations, and liquidated damages of $27 per calendar day for work hour violations. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence with the Town of Hilton Head Island named as an additional insured, obtain a Town business license prior to commencing work, and comply with all applicable federal law and executive orders, including procurement requirements for Buy America preferences and recovered materials where economically feasible. No incumbent vendors or current contractors are identified in this solicitation, and no specific budget range is provided; however, the Town Contact is Jessica Cummings, Contracts Administrator, reachable at jessicac@hiltonheadislandsc.gov or (843) 384-5104, and the Town reserves the right to award multiple contracts, reject any or all proposals, negotiate with qualified offerors, or cancel the solicitation in whole or in part.
