About this opportunity

The City of Rio Rancho is requesting proposals for on-call engineering services to its Utilities Department under RFP 26-003-UT, with proposals due June 18, 2026 at 2:00 p.m. MST via the City's Bonfire portal. Federal funds are being utilized, so preferences shall not be applied; however, the RFP encourages participation from Disadvantaged Business Enterprises, small and minority-owned businesses, women-owned businesses, and labor surplus area firms.

The scope encompasses engineering and project management services for City facilities and infrastructure, including land surveying, civil, structural, mechanical, electrical, and architectural/structural engineering expertise, as well as construction engineering services. Work is organized into four sequential phases—Planning, Engineering Design, Construction Bidding, and Construction—with task orders issued individually by the City. All work must be performed under the direction of a New Mexico licensed and registered professional engineer. Deliverables include record drawings and GIS files compliant with the City's Quality Control and Quality Assurance Plan, due electronically within twenty-one calendar days of receiving redlines. Subcontractors are permitted under prime consultant responsibility, subject to City approval.

The contract term will be negotiated with the successful offeror and shall terminate upon satisfactory completion of the scope of services, with the possibility of multiple awards. Pricing is based on estimated man-hour hourly rates by position, with final fees negotiated on a case-by-case basis. The City reserves the right to divide the scope into multiple parts and reject any or all proposals.

Proposals will be evaluated on technical requirements (110 points), estimated man-hour proposal (30 points), and cost reasonableness (up to 190 total possible points), with potential additional points for oral presentations and best and final offers. Offerors must maintain professional liability insurance of at least $1,000,000 per claim and $2,000,000 aggregate, and commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. Liquidated damages of $100 per calendar day apply for delays beyond agreed-upon schedules. Written questions are due May 28, 2026, with responses by June 4, 2026. No pre-proposal conference is scheduled.
