Summary
This is a Scope of Work document issued by the City of Rio Rancho, New Mexico for Request for Proposal 26-003-UT, establishing the detailed requirements for On-Call Engineering Services to support the Utilities Department. The scope encompasses comprehensive engineering and project management services for City facilities and infrastructure, including land surveying, civil, structural, mechanical, electrical, and architectural/structural engineering expertise. Specific services range from routine tasks such as pavement restoration and drainage engineering to specialized services including SCADA systems, geotechnical assessments, water distribution and treatment design, wastewater engineering, well site selection and evaluation, smart water technologies, and expert witness testimony. Work is organized into four sequential phases: Planning Phase, Engineering Design Phase, Construction Bidding Phase, and Construction Phase, with services further classified as Planning Services, Engineering Services, Construction Services, or Special Services. Task orders will be issued individually by the City, and work shall only commence upon receipt of a signed purchase order. All work must be performed under the direction of a New Mexico licensed and registered professional engineer, with assigned project managers responsible for satisfactory performance of each task order.
Costs will be negotiated on a case-by-case basis using itemized fees submitted with the RFP response unless otherwise directed by the City. The contract requires deliverables to be specified in each task order with corresponding schedules, and liquidated damages of $100 per calendar day may be assessed for delays beyond agreed-upon schedules, unless delays result from uncontrollable circumstances such as City review delays. Record drawings must be submitted electronically within twenty-one calendar days of receiving redlines, with GIS files required to comply with the City's Quality Control and Quality Assurance Plan; rejected digital files must be corrected at no cost to the City. Subcontractors are permitted under prime consultant responsibility, subject to City approval. The City reserves the right to approve or disapprove proposed subcontractors and retains discretion to initiate additional procurement actions for any services included in the scope if deemed necessary.
