About this opportunity

Proposers must demonstrate a minimum of ten years of experience providing A&E services for public agencies, municipalities, or public transportation organizations. Experience with FTA-funded capital projects, transit facility planning and design, ADA accessibility requirements, and federal compliance documentation is highly desirable. The selected consultant must respond to routine service requests within one business day and maintain a dedicated project manager as the primary point of contact.

Services will be requested through individual task orders and may include planning, feasibility studies, architectural and engineering design, environmental documentation, permitting, construction administration, cost estimating, grant support, and related professional services. There is no guarantee regarding the number, scope, or value of task orders issued during the contract term.

The contract will be awarded for an initial one-year term commencing in 2026, with options to renew for four additional one-year terms, subject to satisfactory performance, mutual agreement, and funding availability. Pricing must be submitted on a separate pricing sheet, with proposed costs fixed for ninety days from proposal opening. The selected firm must maintain professional liability insurance of no less than $1,000,000 per occurrence and aggregate, commercial general liability of $1,000,000, and workers' compensation insurance in compliance with applicable state statutes.

Evaluation uses a scored criteria-based method: firm qualifications and relevant experience (30 points), project team qualifications (25 points), technical approach and understanding of services (20 points), transit and federal experience (15 points), and capacity, responsiveness, and project management (10 points). Questions are due October 7, 2026. CityBus reserves the right to interview finalists and may award the contract to one or more qualified firms if determined to be in the agency's best interest.
