About this file
This is a Statement of Qualifications (SOQ) submission guide for an on-call architectural and engineering services request for qualifications administered by NEORide on behalf of CityBus (Greater Lafayette Public Transportation Corporation) in Ohio. CityBus seeks qualified A&E firms to provide professional services on an as-needed basis supporting future capital improvement projects, facility planning, infrastructure improvements, and transportation-related initiatives. Services to be requested through individual task orders may include planning, feasibility studies, architectural and engineering design, environmental documentation, permitting, construction administration, cost estimating, grant support, and related professional services. The solicitation requires proposers to submit comprehensive SOQs demonstrating firm qualifications, experience, technical capabilities, and ability to provide these services, with the resulting contract to be awarded directly between CityBus and the selected consultant.
The SOQ submission must include eight key components: a letter of transmittal with firm identification and authorization; firm qualifications and experience with public agencies, governmental entities, public transportation providers, and FTA-funded projects; project team composition with identified personnel, resumes, and professional registrations; project understanding and technical approach including task order management and quality assurance procedures; relevant project experience from the past ten years demonstrating comparable public-sector or transit-related work; capacity and availability for multiple concurrent task orders; optional value-added services such as facility assessments, sustainability planning, BIM capabilities, or alternative fuel expertise; and all required certifications and forms. Pricing information shall not be included in the SOQ submission. The solicitation emphasizes that successful proposers must demonstrate significant experience with public agencies, municipal organizations, public transportation providers, federally funded projects, FTA requirements, ADA accessibility, applicable building codes, environmental compliance, and the planning and design of transit facilities and infrastructure.
